Job Summary:

Working as part of the HR team as a Recruiter, you will partner with other HR team members and with business unit management to market, source, and screen for a variety of open positions, while ensuring candidates have a professional and engaging experience. You will serve as an HR strategic partner to multiple business units in the areas of staffing planning, promotions, and internal transfers. Some of your duties will include recruitment, classification and compensation analysis, and serving as the Benefits Liaison to the State Benefits Office. Additionally, you will have the opportunity to engage in special projects, perform research, report on key metrics, and maintain, interpret, and provide guidance on ADOR and Statewide policies, procedures, and HR rules. This diverse position will expand your working knowledge of multiple HR disciplines and provide an opportunity to grow both personally and professionally.

Job Duties:

Essential duties and responsibilities include but are not limited to:

-Collaborate with ADOR management to determine and execute staffing needs
-Coordinate and monitor hiring actions and processes in order to hire qualified and best-fit candidates
-Provide reporting on the recruitment process to management, as requested
-Serve as the subject matter expert on all recruitment needs

Classification & Compensation:
-Complete, process, review, and track all classification and compensation actions and/or salary actions while following State of Arizona Classification and Compensation Guidelines

-Serve as the Benefits Liaison to the ADOA Benefits Office
-Communicate to employees regarding any and all State benefits updates, changes, or other matters such as Open Enrollment and Qualifying Life Events
-Assist ADOR employees with all benefit related matters

-Complete, compile, and review HR reports, forms, and metrics
-Maintain, interpret, and provide guidance to employees regarding ADOR and Statewide policies, procedures, and personnel rules
-Review and analyze regulations and laws that are applicable to assigned projects or programs
-Recommend program standards and goals
-Analyze existing operating procedures, identify opportunities for improvement, and work with other team members to improve processes

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-Recruiting best practices (marketing, sourcing strategies, screening, interviewing)
-Human resources administration principles and practices
-Methods and techniques for position classification and compensation, and benefits
-Employment laws, rules, regulations, policies, and procedures pertaining to recruiting, hiring, and promotion practices

Skilled in:
-Establishing and maintaining effective working relationships at all levels
-Interpreting and understanding program policies and procedures
-Project planning, organization, and management
-Communicating effectively both orally and in writing
-Gathering, correlating, and analyzing facts of human resources data
-Developing recommendations and or solutions to problems
-Preparing written correspondence and reports
-Exercising judgment and discretion

Ability to:
-Learn and apply lean concepts, principles, and tools used to create and deliver perspectives with fewest resources with continuous problem solving
-Effectively prioritize on an ongoing basis
-Exercise independent thinking and judgment
-Work with minimal supervision
-Assess operational needs, establish priorities, and analyze complex issues
-Implement operational procedures

Selective Preference(s):

The ideal candidate for this position will have:
-Bachelor’s Degree in Human Resources or a closely related field
-Two+ years experience in a recruiter role focused on professional level positions
-Relevant HR certification
-Knowledge of Arizona State Personnel System Rules policies and procedures

-Arizona Tax Filing Records Check
