HR Senior Analyst

Job Summary:

Under general supervision, this position is responsible for implementation of recruitment, on-boarding, benefits, classification & compensation, training and retention to assigned divisions. Acts in the capacity of lead for Human Resource Manager as needed. Pro-actively promotes positive employee relations while ensuring consistency across the organization.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Recruitment:
Facilitates the full life cycle of recruitment for both regular and temporary staff for assigned divisions. Assists managers in understanding and applying best practices throughout each stage of the selection process. Develops and implements recruitment strategies to ensure a diverse pool of candidates. Acts as the liaison between the agency and the Temporary Staffing agency; coordinates with the Temporary Staffing agency to address employee relation issues quickly and efficiently. Conducts initial intakes on notices of discrimination complaints and completes required intake forms. Prepare, send and track written communication with involved parties to gather pertinent information to resolve a complaint.

New Hire Orientation:
Conducts New Hire orientation for new hires. Follows approved scripts to provide information on working with State Government, Benefits, and Policy and Procedures. Ensuring that the new hire has completed all new hire documents. Validating employee identification to complete I-9 entry.

AZ360:
Responsible for entering various actions (new hires, promotions, resignations, retirement) into the AZ360 system. Working with Payroll to ensure employees are paid correctly and to work through system issues. Generating reports as requested.

Benefits:
Presents benefits information to new hires (medical, dental, vision, life/supplemental insurance) and provides assistance to current employees with benefit issues. Promotes the Health Insurance Program and the Employee Assistance Program. Works with the Department of Administration Benefits Office to resolve issues. Manages and tracks Family Medical Leave (FMLA) and ADAA (American with Disabilities Act Amendments) request.

Classification Compensation:
Reviews Position Description (PDs) for accuracy. Processes actions (establishments, reallocations) through the AZ360 system. Completes salary reviews/recommendations for ADOA approval.

In addition, this position will:
Provides guidance and assistance to supervisors and employees regarding applicable employment and personnel laws/rules, policies and procedures. Reviews organizational structure and makes recommendations for alignment. Additionally, serves as a Performance Appraisal administrator to ensure timely completion of annual performance evaluations. Drafts Human Resources policies, procedures and standard work as needed or assigned. Ensures updates and changes are made to document current practices. Serves as committee member on various meetings as they relate to Human Resources recruitment.

Knowledge, Skills & Abilities (KSAs):

Knowledge of
● Recruitment best practices, processes and systems.
● An automated HR/Payroll system (HRIS) and Talent Acquisition.
● State Benefits programs.
● Interviewing techniques including behavior and technical interviews.
● Federal and State laws/Statutes associated with employment practices.
● Arizona Department of Administration Personnel Rules and ICA Policy and Procedures.
● Performance evaluation processes/procedures.
● Records retention schedules.
● Principles and practices of public human resource administration.

Skill in:
● Time management and problem solving.
● Communication both verbally and in writing.

● Working with MS Office and Google Suite.
● Developing and implementing various improvement initiatives for assigned program areas.

Selective Preference(s):

The ideal candidate for this position will have:
Bachelor's degree in HR Management or closely related field or two years experience professional level HR experience as an Intermediate Human Resources Analyst or equivalent experience.

Retirement:

You will be eligible to participate in the state employee health/disability insurance plan, and you are required to participate in the Arizona State Retirement System (ASRS). ASRS participation may begin immediately or upon your 27th week of employment. Contributions are matched by the employer.
