Job Summary:

The Arizona Department of Administration (ADOA), Enterprise Resource Planning (ERP) Division, is seeking a dedicated and detail-oriented HR Program Manager to direct the daily functional administration of Human Resources programs within the HRM module. In this critical role, you will focus on the meticulous management of system stability and data integrity, ensuring that the operational workflows supporting Arizona’s workforce remain seamless and reliable. As a leader of a developing team, you will be responsible for the accurate functioning of essential programs, including recruitment, personnel, position control, leave, performance management, payroll and payroll accounting management (PAM).

Serving as the primary HR Functional Lead, you will be the point of contact for troubleshooting system anomalies and overseeing the resolution of defects. Your expertise will be vital as you provide your team with technical guidance for testing and deploying new feature sets and enhancement requests, maintaining the high standards of a robust and evolving ERP environment. Job Duties:
  • Operational Oversight: Manage the daily lifecycle of transactions through ServiceNow and Jira, ensuring critical actions such as position creations, hires, and leave accruals move through the system efficiently and without bottlenecks.
  • Release and Test Management: Coordinate the tactical testing of ERP HRM feature set releases by leading the internal team through unit testing and guiding business stakeholders through User Acceptance Testing (UAT) to validate that updates do not disrupt existing business rules or leave calculations.
  • Team Mentorship and Development: Strengthen the foundational knowledge of a developing team by creating standard work documentation and driving cross-training initiatives to ensure a versatile and knowledgeable workforce.
  • Workflow Administration: Maintain and adjust system approval chains to ensure HR documents and personnel actions route correctly across various state agencies and departments.
  • Functional Troubleshooting: Serve as the primary line of escalation for the team when system errors are reported; investigate complex configuration issues and coordinate directly with CGI support for technical resolution.
  • Data Governance and Auditing: Enforce strict data security standards and manage regular audits of the personnel and position models to ensure total synchronization between HR records and Budget/Finance data.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Systems Development: Advanced methods and techniques involved in data processing and the development of large-scale financial information systems.
  • Regulatory Frameworks: Extensive understanding of Federal regulations and Arizona Revised Statutes.
  • Technical Systems: Comprehensive knowledge of the CGI Advantage platform or comparable enterprise-level financial information systems.
  • Research & Reporting: Advanced research methodologies, quality assurance, technical report referencing, and complex spreadsheet techniques.
  • Leadership: Modern management and supervisory techniques to effectively lead a professional technical team.

Skills in:

  • ERP Proficiency: Proven experience navigating and configuring a large-scale ERP, specifically CGI Advantage or similar SaaS modules.
  • Process Documentation: Translating complex HR business processes into clear, actionable system solutions for the team to follow.
  • Detail Orientation: Applying a "systems-thinking" approach to analyze how changes in the personnel program impact Payroll or the General Ledger.

Ability to:

  • Relationship Management: Establishing and maintaining productive interpersonal relationships with internal and external stakeholders across various levels of state and federal agencies.
Selective Preference(s):
  • A Bachelor’s degree in Computer Information Science, or Computer Science, or business with SAAS solution experience.
  • Possession of a Project Management Professional (PMP) certification is a plus, demonstrating the ability to lead complex system enhancements and upgrades.
  • Direct experience with the CGI Advantage platform.
