Under the general direction of the Deputy Chief HR Officer, the Human Resources Advanced Generalist will serve as a subject matter expert. This position will provide a wide range of technical assistance to the Division Assistant Directors, Deputy AD's, Administrators, Division Managers, Supervisors and programs on all areas of employee relations, operations and recruitment.
This position exercises discretion and judgment when interacting and communicating with internal agency staff; ensures the activities of the division are in accordance with ADOA Personnel Rules, Department policies and ensures the integrity of employee information and position utilization.
Responsibilities include:
• Serves as a subject matter expert. This position will provide a wide range of technical assistance to the Division Assistant Director, Deputy ADs, Administrators, Division Managers and Supervisors on all areas of employee relations, operations and recruitment.
• Interact and communicate with internal agency staff, ensures the activities of the division are in accordance with ADOA Personnel Rules, Department policies and ensures the integrity of employee information and position utilization.
• Providing consultation to Division Managers and employees pertaining to employee relations; recruitment and selection; classification and compensation, and other human resource related personnel rules and matters. Serve as the HR subject matter expert and coordinator for Staffing & Organizational Planning to ensure the agency's recruiting functions are carried out at the highest level of professional standards protecting confidential Information and in compliance with Federal and State laws, agency policies and procedures, and Arizona Department of Administration (ADOA) Personnel Rules. Responsible for managing preparations/ensuring specific procedures are in place; monitoring productivity, goal achievement and overall effectiveness.
• Serves as the backup to the HR leadership team as needed.
• Other duties as assigned as related to the position.
Knowledge of:
• Personnel management principles and practices.
• Federal and State employment laws, and State personnel rules and policies as they relate to the agency's staffing and recruitment functions.
• Recruiter technology including software applications and databases.
• Current labor market trends.
• Effective marketing strategies and techniques.
• Department goals/objectives.
• HR record and document management.
• Knowledge of pre-employment testing and verification (i.e. work history, reference checks, transcripts, credentials, etc.).
• Principals and methods for marketing products and services.
• Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Skilled in:
• Research and data analysis methods and techniques including compiling and analyzing reports.
• Analyzing and evaluating a variety of materials for recruitment and selection (such as statistical data, reports, candidate resumes and credentials, etc.).
• Negotiating salaries and job offers.
• Excellent communication skills (written, visual, and oral expression) using a variety of media including social and electronic.
• Performing searches for qualified candidates using both active and passive techniques.
• Effectively utilizing technology that facilitates recruitment, (i.e. applicant tracking systems, job boards, social networks, recruiting websites, etc.).
• Use of computers and various computer software applications including Microsoft Office Suite and Google Suite.
Ability to:
• Develop and implement recruiting strategies including trends and best practice guidelines for recruitment and selection, and diverse sourcing methods such as AZ job board, social media, etc.).
• Network and develop interpersonal relations and provide exceptional customer service both internally and externally.
• Develop innovative approaches for tapping into new sources of candidates.
• Handle multiple assignments/projects, prioritize workload, and adapt to changing priorities.
• Identify top talent and develop strategies for attracting them.
• Learn and understand technology and keep abreast of technology trends within Arizona state government.
• Accurately assess and match qualified candidates for recruitments under specific time constraints, against a variety of recruitment and selection criteria and in alignment with agency's vision and values.

Bachelor's Degree in Human Resources or closely related field and two years experience in a lead position.
