Job Summary:

This position resides in the Human Resources Branch and reports directly to the Senior Human Resources Manager. The Department’s workforce consists of approximately 623 employees. The individual in this position will provide professional level human resources work in a variety of functional areas within the Human Resources division in support of the Department and its employees.

We are seeking a proactive and experienced Senior HR Generalist to support one of our agency’s largest divisions. This position plays a critical role in ensuring the efficient, accurate, and timely delivery of a wide range of HR services, with an emphasis on staffing, HR Operations, classification and compensation recommendations and special projects as assigned. This is a high-impact role that requires navigating complex HR assignments, balancing competing priorities and providing guidance in a variety of HR functional areas. This role is ideal for someone who is detail-oriented, collaborative, and committed to delivering exceptional HR service.

Job Duties:

Major responsibilities include but not limited to:

- Leads full-cycle recruitment efforts for a large and complex division, including developing tailored job announcements, identifying effective sourcing strategies, reviewing resumes, coordinating hiring list development, and ensuring candidates meet minimum qualifications. Provides guidance and support to hiring managers and candidates throughout the hiring process.

- Prepares comprehensive hiring packets, including salary recommendations, and ensures proper routing and approvals in compliance with agency policies and applicable guidelines.

- Manages a broad scope of HR operational functions for a large and complex division, including the accurate and timely processing of employee and position transactions.
- Oversees classification and reclassification requests, develops recommendations, and ensures compliance with State Personnel Rules, FLSA regulations, and ADOA compensation policies.

- Provides oversight of executive and senior leadership HR actions and handles sensitive and complex operational matters requiring discretion and advanced HR knowledge.

- Coordinates and facilitates new hire onboarding, including I-9 verifications and benefits enrollment guidance. Supports employees with benefit-related matters such as open enrollment and qualified life events.

- Serves as a senior-level resource for internal and external customers, providing high-level consultation and interpretation of HR policies, procedures, and systems. Advises supervisors and leadership on performance management, AZ360 system processes, and classification and compensation matters.

- Prepares, reviews, and analyzes ad hoc HR reports, including salary and workforce data, to inform leadership decisions. Offers strategic recommendations on entry and promotional salary actions.

- Manages a variety of special projects as assigned, often requiring cross-functional coordination, policy analysis, and independent decision-making.

- Actively participates in department initiatives such as process improvement teams, workgroups, and professional development opportunities. Represents HR in meetings, conferences, and training sessions.

Knowledge, Skills & Abilities (KSAs):

The candidate must have knowledge in general HR principles; Arizona State Personnel System rules, federal and state employment statutes, regulations, rules, policies, and procedures such as FLSA and FMLA; job classification designation; Google Suite and /or Microsoft Office products; AZ360, HRIS, and Arizona Management System (AMS).

Candidates must be skilled in organization and planning, record keeping, and various computer software such as Microsoft Office programs, specifically Excel; Google Suite applications. Must be skilled with strong oral and written communication, with the ability to actively listen, problem solve and prioritize work and tasks to ensure program deliverables. Interpret rules, policies and procedures and research and perform data analysis.

Candidates must have the ability to work well with a diverse group of HR staff, employees and job applicants, be willing to adjust to changing project priorities and leadership needs, effectively manage a wide array of advanced tasks, projects and responsibilities, maintain confidentiality, work independently, and organize and manage a complex and varied workload.

Pre-Employment Requirements:

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
