The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Human Resources Analyst serves as the primary HR point of contact for an assigned service group(s) and works closely with the HR manager to provide vital HR functions such as performance management, classification and compensation, on boarding/off boarding, benefits administration, recruitment and selection, and HRIS data entry. Actively participates in promoting a continuous improvement of workplace culture through the use of teamwork, root cause problem solving, standard operating procedures, and use of performance metrics. This position will work on site at the Arizona National Guard Papago Park Military Facility as well as attends in person meetings with assigned service group(s), which may include in state travel.

 

Job Duties:

• Receives, researches, and responds to a wide variety of HR inquiries regarding personnel related matters. Prepares personnel action forms and is responsible for accurate and timely data entry of new hires, promotions, demotions, salary changes, off boarding etc., into HRIS. Responsible for ensuring HRIS data entry quality assurance through the regular auditing of data entry records and troubleshooting HRIS issues. Gather, review, and generate initial documentation and analysis for base pay, performance pay, pay equity, and related matters.
• Performs full cycle recruitment to include advising managers on staffing policies and procedures, composes job announcements, advertises vacancy announcements on electronic job boards and/or other media, review resumes, conducts professional reference checks and facilitates new employee orientation. Represents the agency at career events.
• Oversee onboarding and off boarding processes, including new employee orientation, I-9 verifications, and coordination of fingerprinting and badging. Updates, maintains, and audits internal HR records to include to ensure the agency is in compliance at all times.
• Maintain a thorough understanding of employment regulations, trends and practices and legislation related to the area of assignment. Answers supervisors and employees HR questions to include benefits, leave, performance management, State retirement program, and State/ Agency HR rules, policies, and procedures.
• Supports the Arizona Management System by participating in root cause problem solving, use of metrics to evaluate process results, and the creation and adherence to standard operating procedures.
• Attends in person service group(s) meeting to include in state travel (Tucson, Marana, & Flagstaff).

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will have a year’s experience in professional personnel work and or a Bachelor's degree in Personnel Management or a closely related field.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel required.
• The incumbent of this position will be required to pass a criminal background investigation.
• The incumbent of this position must be able to achieve a favorable Tier 1 federal investigation for the purpose of Common Access Card (CAC) approval to permit federal IT system access..
