Job Summary:

Under the direction of the Employee Relations Manager, the HR Generalist is a seasoned professional with in-depth knowledge of Employee Relations. The individual in this position is accountable for ongoing activities or objectives and may lead or participate in projects. Will provide professional level human resources services to all DHS divisions.

Job Duties:

- Providing counsel, direction, and information to management and employees on employee relations issues. Assists with employee relations investigations, including but not limited to, administrative fact-finding inquiries related to disciplinary/corrective actions; meeting and interviewing employees at all levels throughout the agency.
- Drafting and preparing disciplinary letters, and other official responses. Participating in the development and implementation or interpretation of applicable policies and procedures, guidelines, investigative reports and findings. Provide guidance to employees regarding personnel actions, evaluations, disciplinary, and related matters. Ensuring policies and procedures are followed in accordance with relevant laws, rules, and policies.
- Respond to requests for information and assistance from management and employees. Developing and implementing various human resources programs for employee relations and conducting specialized research and presentations. Develop standard and ad hoc reports, templates, and other related compliance metrics. Provide analytical and operational reporting to improve overall service delivery and support.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
− Current principles, practices and methods used in the administration of an HR program.
− Federal and State employment laws, statutes, rules, regulations and Arizona Administrative Code (State Personnel Rules) as related to human resources, including but not limited to FMLA, ADA, EEO.
- Understand investigation principles and methodology to and resolve customer complaints and inquiries.
− Agency policies, rules and regulations; and principles and practices of modern organizational development.
- Research and data analysis methods and techniques.
- Applicable human resources statistical concepts and methods.
- Methods and techniques for recruitment and selection, interviewing, testing, pre-employment testing, checking employment references, transcripts/credentials and developing and implementing recruitment strategies.
− Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.

Skill in:
− Communicate information effectively & accurately in writing and verbally to the customer base.
− Resolving conflicts amicably.
− Establishing priorities among conflicting needs.
− Interpreting rules & regulations.
− Providing guidance and consultative services to employees at all levels of DHS.

Selective Preference(s):

Bachelor’s Degree in Human Resources or closely related field and two years experience as a Human Resources Analyst or equivalent experience. Relevant HR Certification.

A State hospital employee must possess a valid level one fingerprint clearance card issued pursuant to A .R.S. § 41-1758.07 or must apply for a level one clearance fingerprint card within seven working days after beginning employment.

Pre-Employment Requirements:

Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).
