This position is eligible for part-time/full-time remote work (including virtual office arrangement). Must reside in the State of Arizona.

Job Summary:

Under the direction of the Deputy Chief Human Resources Officer, this position will be responsible for providing subject matter expertise for Agency Classification and Compensation services, processes, and actions, by analyzing positions relative to job duties and scope of responsibilities for appropriate classification. The role will guide, research, analyze and propose solutions and recommendations in all aspects of Classification and Compensation in accordance with federal and state regulations and laws, statewide personnel rules, policy and guidelines, and HR best practices. To accomplish this, the role will partner with Agency Leaders to understand business needs and operations, strategize equitable solutions, and provide technical advice and guidance to meet those needs. The role will develop and facilitate training for Agency Leaders and will lead and guide Agency HR Professionals on matters and processes related to Classification and Compensation, which includes evaluating Agency Classification and Compensation practices and processes.

Duties include, but are not limited to:
• Provide accurate and consistent interpretation of federal and state regulations/laws, state personnel rules, policy, and guidelines to guide and lead Agency Class/Comp work. This includes but is not limited to, reorganizations; salary review and/or analysis; job evaluations; assessment of Class/Comp needs advising on results of requests, classification studies and interpretation of Class/Comp policies and procedures; researching comparative practices and recommend improvements in the delivery of Class/Comp solutions.
• Conducts quality assurance reviews for all personnel, classification, compensation, and associated recruitment requisition actions submitted. Maintains confidential records/documentation related to all actions. This includes conducting salary analysis, draft and/or review and analyze position descriptions, and provide technical advice and guidance to agency Leaders, HR Staff, and Agency Employees regarding Class/Comp determinations. Reviews Classification and Compensation requests submitted by Hiring Managers, Leaders, HR Staff and confers with requesters on items that may need clarification. Tracks all HR actions submitted for timeliness and completion and develops and monitors related metrics. Works closely with a variety of entities, Payroll, other personnel agencies/offices. Provide research and recommendations on Agency Compensation and Classification structures and practices.
• Participate in large scale Classification and Compensation projects of varying complexity, sensitivity, providing analysis, and making recommendations at a professional level.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Human Resources Management principles and practices; the Human Resources Information System
• (HRIS) payroll/personnel data system Principles and practices of modern organizational development.
• Theories, concepts, principles and techniques of all functional areas of position classification under the State Classification Plan
• Rules and regulations sufficient to appropriately interpret and apply to classification and compensation issues and merit system principles.

Skill:
• Effective written communication skills to produce detailed, clear and concise audit reports in support of recommendations.
• Research and analytical skills sufficient to compile supporting information from a wide variety of sources to make informed decisions and recommendations.
• Interpersonal skills in developing and maintaining effective working relationships.
• Team leadership in leading initiatives and being a key resource to other HR Analyst for all Classification and Compensation functions.

Ability:
• Work both independently and within a collaborative team-oriented environment using sound judgment in decision making.
• Establish and maintain interpersonal relationships.
• Effectively adapt to multiple/ changing priorities and generate reports.
• Demonstrate continuous effort to improve operations, decrease turnaround times and streamline work processes.

Selective Preference(s):

Minimum: Any combination of training and experience that meet the knowledge, skills, and abilities (KSAs); typical ways KSAs are obtained may include but are not limited to: relevant degree from an accredited college or university, coursework and work experience relevant to assignment.

Preferred: Bachelor’s Degree in Human Resources or closely related field and two years' experience as an Intermediate Human Resources Analyst or equivalent experience. Relevant HR Certification. Current or prior State Classification and Compensation experience.
