Serving as a key point of contact for all human resources and internal affairs, this role involves providing critical updates and reporting to the Executive Team.
The Senior HR Analyst oversees the comprehensive daily management of Human Resources operations, executing complex, professional-level tasks with a high degree of responsibility.
In this capacity, the individual offers strategic counsel and HR recommendations to personnel across the organization, including the Executive Director and the Deputy and Assistant Directors.
Key HR Functions:
Operations & Administration:
• Manages the full employee lifecycle from onboarding (I-9s, orientation, badging) to offboarding. This includes benefits administration, performance evaluation coordination, and acting as a system administrator for HR platforms like AZLearns and Equifax
Recruiting & Hiring:
• Leads recruitment efforts, including posting jobs, screening applicants, developing interview materials, and conducting background verifications
Employee Relations & Compliance:
• Manages FMLA and ADA requests, serves as the EEO Officer, handles grievances, and conducts investigations. Provides guidance to management on disciplinary actions
Compensation & Classification:
• Performs pay analysis, conducts job audits, and develops position descriptions for alignment and equity reviews
Executive Support & Strategic Input:
• Provides administrative support to the Director’s office and offers strategic guidance on statewide HR policies, personnel rules, and federal laws
Strategic Support:
• Contributes to DIFI's strategic plan through project coordination, annual reporting (EEO4, OSHA), and supporting accreditation processes
Knowledge:
• Knowledge of Federal and State Statutes, rules, practices and policies pertaining to human resources
• Knowledge of employee leave rules and processes, including FMLA
• Knowledge of State Personnel System Personnel Rules a plus
• Knowledge of recruiting practices and procedures
• Knowledge of EEOC/ADA requirements
Skills:
• Skill in conducting complex research and analyzing and interpreting data for making recommendations on HR related matters
• Skill in maintaining confidentiality, adhering to federal, state and department policies and procedures
• Skills in the use of standard office applications such as Google Suite and HRIS program
• Skills in prioritizing and organizing multiple concurrent projects
• Excellent interpersonal and relationship building skills
• Excellent oral and written communication skills
Ability:
• Ability to establish effective working relationships and respond with tact, diplomacy, accurate and appropriate information and in a timely manner
• Ability to communicate effectively, multi-task, set priorities and manage a diverse range of HR needs
• Ability to learn and work within each of the agency programs, polices, mission and procedures
• Ability to collaborate and work effectively with agency leadership and agency staff
• Bachelor’s Degree in Human Resources or closely related field and two years experience as a Human Resources Analyst or equivalent experience
• Relevant SHRM or HRCI Certification
• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)
• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
