The Department of Economic Security, Division of Child Support Services (DCSS) and Division of Child Care (DCC) together are seeking an experienced and highly motivated individual to join our team as a Human Resources Generalist.

Job Duties:

This position:

• Assists with functions in all areas within Human Resources including Talent Acquisition, Operations and Employee Relations.
• Maintains a thorough understanding of employment regulations, trends and practices and legislation related to area of assignment.
• Collaborates with hiring managers to develop and execute staffing plans and activities to hire qualified individuals.
• Composes job announcements, advertising and prepares requisitions in system.
• Participates on panels or proctor testing/skills assessments when needed.
• Provides guidance and direction to management, while adhering to the background check, clearance card policy and reference checks policies.
• Confers with Division position control specialist to confirm vacant position numbers are in the proper classification and ensure that staffing efforts maintain established headcount.
• Attends job fairs in cooperation with HR Staffing for recruitment of vacant positions.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Current principles, practices and methods used in the administration of an HR program.
• Federal and state employment laws, statutes, rules and regulations; agency policies, rules, and regulations.
• Department Personnel Policies and Procedures applicable to strategies for filling hard-to-fill positions.
• Diverse sourcing methods, trends and best practice guidelines for the selection process.

Skill in:
• Communicating effectively using appropriate grammar, spelling and punctuation.
• Developing and maintaining a pool of qualified candidates for both new and future positions.
• Problem-solving, interviewing, fact finding, researching, collecting, and analyzing data and reports.
• Interpreting policies and procedures.
• Interpersonal relationships and diplomacy in dealing with the public and customers

Ability to:
• Provide professional customer service to both hiring managers and applicants.
• Listen attentively to customer needs and provide appropriate and timely responses.
• Work independently, respond to inquiries and provide guidance, prioritize and manage workflow.

Selective Preference(s):

• Bachelor's Degree in Human Resources or closely related field and two (2) years’ experience as a Human Resources Analyst or equivalent experience. Relevant HR Certification.

Pre-Employment Requirements:

• ARS 41-1969 Each employee or contractor of the Department of Economic Security who has access to federal tax information shall have a valid fingerprint clearance card issued pursuant to ARS 41-1758.07.
• In-state travel may be required. This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
