The Human Resources Manager at the Arizona Department of Gaming is directly responsible for the overall administration, coordination, and evaluation of the Department's Human Resource (HR) function. This includes developing and implementing people system strategies, establishing & maintaining departmental HR policies and procedures, and managing and supervising subordinate staff.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.
• Under general direction from the Deputy Director of Operations, this position serves as the main HR manager for the Department and serves as the point of contact for ADOA on HR matters. Supervises and mentors HR staff, ensuring alignment with organizational goals. Oversees daily tasks and performance, and is responsible for the hiring, termination, FMLA administration, and management of the Department's functions, including appraisals and discipline.
• Develops and updates the Department's people system policies and procedures, supports implementation of Department strategies, and measures adherence. Attends meetings with Department leadership and assists in the implementation of the Department's strategic plan and operational priorities. Maintains focus on attainment of long-range HR and Department goals in alignment with ADG's values.
• Plans, researches, and develops new and revised methods and procedures to improve the effectiveness of the Department's HR functions. This includes employee life cycle functions such as talent acquisition, new employee onboarding, performance management, risk management, and employee relations. Provides input on employee engagement and retention, employee recognition, succession planning, and professional development.
• Conducts thorough and impartial employee relations investigations, documenting finding and recommending appropriate actions. Provides expert advice and guidance to employees, supervisors, managers, and leadership on all aspects of ADG's HR polices and recommends policy changes as needed. Ensures strict compliance with all applicable federal and state employment laws and rules, and Departmental policies.
• Develops and maintains visual management tools to monitor and improve the transparency and effectiveness of HR processes and performance. This includes electronic and/or physical artifacts such as strategic and operational metrics, process flow boards, action registers, project plans, and other related tools. Prepares reports, presentations, and other information as needed for State and Department leadership. Facilitates regular HR team check-in meetings.
• Assists in the leadership of ADG's continuous improvement program, including implementation and reinforcement of management system best practices throughout the Department. Identifies opportunities for improvement, supports problem solving initiatives, and drives a continuous improvement culture.
• Performs general HR duties as needed to ensure timely and quality completion of HR tasks and initiatives.

• Seven or more years of progressively responsible experience as an HR generalist, with experience in all major areas of Human Resources.
• Bachelor's degree in human resources, business or public administration, or a related field. Four or more years of HR Manager experience may substitute for the education preferences.
• Nationally recognized HR management certification (Human Resources Certification Institute, Society for Human Resources Management, or International Public Management Association for Human Resources).
• AZ Driver's License
