The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Human Resources Operations Analyst. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties: Essential Duties and Responsibilities include but are not limited to:
  • Serves as the specialist for all personnel and classification work within the division. Provides technical analysis and review, guidance and training to other professionals within the division. Conducts quality assurance reviews for all personnel and classification actions submitted. Conducts salary analysis for base pay, performance pay, and pay equity.
  • Process all actions into AZ360 within established deadlines. Follow up on outstanding items requiring action by Human Resources Administration (HRA) or DDD. Pends all actions entered into AZ360 for quality review; notifies HRA if actions are not approved timely or accurately. Maintains confidential records/documentation related to all personnel actions; maintains all DDD employee's personnel files, both active and inactive. Conducts OnBoarding for DDD new hires.
  • Responsible for the upkeep and maintenance of the division's official organizational charts and input of all supervisor changes into AZ360. Works closely with a variety of entities, HRA, Payroll, other personnel agencies/offices. Completes special projects as assigned. Develops reports and presents findings and data.
  • Meets/consults with division staff and management to obtain information for purpose of writing Position Descriptions (PDs); determines required knowledge, skills and abilities; reviews positions within Division/Department with similar job responsibilities for purpose of maintaining consistency within Division; drafts PD; finalizes accordingly; prepares required paperwork to establish new Full Time Employee (FTE) in a timely manner. Reviews existing PDs to determine need for updating.
  • Maintains division appraisal proxy authority: reviews reports relating to appraisal completion for the division; contacts liaisons and managers regarding appraisal completion; assists supervisors and managers with appraisal related issues, including deleting, updating evaluation dates, reverting or pushing evaluations in the appraisal system.
  • Performs personnel related actions of all aspects of employee personnel, classification, staffing and recruitment, and employee relations actions to ensure compliance with DES policies and federal and state regulations while providing instruction, guidance and excellent customer service to employees, managers, and human resource professionals.
  • Runs a daily Fingerprint Clearance Card report checking for suspensions, denials and revoked cards. Creates monthly reports from division tracking systems such as, Years of Service and Finger Print Clearance expiration. Monthly tracker provider and employee required system background check such as, List of Excluded Individuals/Entities (LEIE) and System Award Management (SAM).
Knowledge, Skills & Abilities (KSAs): Knowledge in:
  • Arizona Department of Administration (ADOA) and DES rules, policies, and procedures related to work assignment.
  • Personnel processes and procedures and documentation/forms required to process personnel actions.
  • Google Mail and Google Workspace, AZ360, Performance Management software and various software to monitor and track human resources actions.
  • ADOA salary structure and ADOA classification/compensation guidelines and forms used.
  • Principles and practices of personnel administration including expertise in classification.
  • Research methods and reporting techniques.

Skills In:

  • Prioritizing and organizational skills with emphasis on follow through.
  • Reviewing/analyzing personnel actions and the documents attached for accuracy and completion.
  • Using databases to enter and retrieve information; provide reports as requested.
  • Multi-tasking and time management.
  • Providing excellent customer service.
  • Identifying and analyzing operational problems and determining effective solutions.

Ability to:

  • Establish priorities and complete actions timely and correctly.
  • Process actions timely and appropriately into AZ360.
  • Work in a fast-paced environment.
  • Research and respond to inquiries related to personnel.
  • Communicate effectively and interact with a wide variety of entities, including DES Payroll and DES HRA.
  • Interprets and explains policies and procedures.
Selective Preference(s): The ideal candidate for this position will have:
  • Bachelor's Degree in Human Resources or closely related field and two years experience as a Human Resources Analyst or equivalent experience OR
  • Total of four years of verified Human Resources/Personnel experience. Relevant HR certification.
Pre-Employment Requirements:
  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
