The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Human Resources Operations Lead. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
● Senior lead subject matter expert for all personnel actions/requests and classification/compensation for the division. Provides expert level technical analysis and review, guidance and training to other professionals within the division. Completes high-level projects, with time sensitive deadlines. Provides updates and reports on a full range of HR topics to the HR Business Partner and Executive Leadership Team.
● Conducts in-depth analysis of project data, requirements, and impact; identify problem areas and determines how to resolve them. Performs extensive research and fact finding; analyze results and the application of appropriate regulations and policies in order to develop recommendations. Collects and runs reports to assist the unit with data analysis of relevant data.
● Conducts quality assurance reviews for all personnel, classification/compensation, employee relations and staffing actions completed by staff. Supports team members' with their assigned actions in all HR functions through coaching and mentoring division management to create a fostering team culture. Provides training including but not limited to HR processes and procedures, classification/compensation, etc.
● Monitors team performance and report metrics, discover training needs and provide coaching. Establishes operational standards and procedures that are leveraged to respond to employee and manager questions, ensures actions are processed accurately and processes are administered effectively and efficiently.
● Serves as back up to the supervisor. Attend meetings in absence of the supervisor.

Knowledge in:
● ADOA and DES rules, policies, and procedures related to work assignment.
● AZ360 screens and their uses.
● Documentation and forms required to process personnel actions.
● The state's appraisal system.
● ADOA salary structure.
● ADOA classification/compensation guidelines and forms used.
● Computer programs, such as Google suite, etc.
● DES organizational structure and the services provided.
● Personnel processes and procedures.
● Research methods and reporting techniques.
● Operational/programmatic structures.

Skills In:

Selective Preference(s):

The ideal candidate for this position will have:
Bachelor's Degree in Human Resources or closely related field and two (2) years experience as an Intermediate Human Resources Analyst OR five (5) years of equivalent experience at a human resources intermediate level. Relevant HR Certification.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
