DEPARTMENT OF INSURANCE AND FINANCIAL INSTITUTIONS

The Department of Insurance and Financial Institutions licenses, monitors, investigates, examines, and ensures the safety and soundness of, regulated entities. The Department also helps resolve consumer complaints against financial-services and insurance entities; takes action in response to violations of law; encourages competition, innovation, and economic development; collects taxes and assessments that support State government operations; combats auto theft and insurance fraud through public awareness campaigns, and funding for law enforcement and dedicated prosecutors.

Our mission is to help Arizonans receive the benefits and protections to which they are legally entitled by enforcing insurance and financial institution laws and by providing information and assistance and to combat vehicle theft.

 

HUMAN RESOURCES SENIOR ANALYST

Job Summary:

This position will be responsible for all human resources matters reporting to the Executive Director.

The HR Analyst Senior will perform professional level work of considerable difficultly leading and managing the day to day operations of all aspects of Human Resources.

The position provides guidance and makes recommendations on HR matters to all staff levels, including the Executive Director, Deputy Directors and Assistant Directors.

Major Responsibilities & Essential Duties:

Operations:

• Oversee on-boarding process, conducts new employee orientation, completes I-9 verifications, coordinates employee fingerprinting, badging and first day arrival

• Conducts off-boarding process, entering separations in AZ360 and providing separation information to employees

• Acts as administrator and/or proxy for multiple HR systems including AZPerforms!, MAP, ASRS and Equifax

• Assist with benefits administration, including enrollment, change reporting, and employee communications

• Provide coordination, assistance and reporting for employee performance evaluations for entire department

• Pulls new hire paperwork from Equifax Compliance Center to be included in personnel files

• Maintain Human Resources Information System records in electronic and manual formats

Recruiting & Hiring:

• Conduct all recruitment activities including posting job announcements on electronic job boards and/or other media

• Develops interview questions, coordinates interview schedules and conducts phone screening as required

• Drafts offer letters and collects recruitment file documentation

• Screen applicants and conduct background verifications

• Administers examinations and tests to assess applicants

Employee Relations & FMLA/ADA:

• Intakes FMLA requests, prepares letters and packets for FMLA requests, reviews eligibility requirements in HRIS (AZ360), creates pending HRIS actions, uploads long-term disability packets to ASRS and coordinates with Leave and Benefits Consultant to support ongoing cases

• Serve as the Equal Employment Opportunity Officer and responsible for annual EEO4 Report requested by GOEO

• Provides guidance to supervisors and managers on employee discipline, terminations and reduction(s) in force

• Conduct investigations related to employee relations issues, draft and present findings

• Oversees and develops actions for EO strategic goals

• Handle grievances and employee complaints

Class/Comp:

• Prepare analysis for base pay, performance pay, pay equity, salary adjustments, merit plans and position maintenance

• Conduct job audits, allocate positions and draft position descriptions to submit to ADOA Class/Comp

• Learn to perform internal equity reviews and make recommendations related to salary issues

• Review organizational structure and make recommendations for alignment

Provide day-to-day administrative support for Director's office:

• Performs a variety of administrative tasks for the executive team including research, special projects, maintain schedules, operational planning and report preparation

• Devise itineraries for travel and coordinate meetings on behalf of executive team

• Coordinates administrative matters between organizational units as assigned

 Research HR best practices and recommend changes to existing programs or establishment of new ones, as appropriate:

Areas of concentration include

• Provide strategic guidance and assistance to the Executive Director concerning statewide and agency HR policy, Arizona State Personnel Rules and applicable state and federal laws

• Special projects as directed by the Executive Director

• Training and employee development

• Employee recognition

Additionally the Human Resources Senior Analyst will:

• Perform a variety of related duties to support DIFI's strategic plan as it relates to the areas of Human Resources

• Confer with management and other stakeholders to discuss and clarify project requests and associated issues

• Oversee reporting requirements for annual reports; i.e. EEO4 and OSHA

• Provide staffing and salary information for accreditations

• Other duties as assigned as related to the position

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Knowledge of Federal and State Statutes, rules, practices and policies pertaining to human resources

• Knowledge of employee leave rules and processes, including FMLA

• Knowledge of State Personnel System Personnel Rules a plus

• Knowledge of recruiting practices and procedures

• Knowledge of EEOC/ADA requirements

Skills:

• Skill in conducting complex research and analyzing and interpreting data for making recommendations on HR related matters

• Skill in maintaining confidentiality, adhering to federal, state and department policies and procedures

• Skills in the use of standard office applications such as Google Suite and HRIS program

• Skills in prioritizing and organizing multiple concurrent projects

• Excellent interpersonal and relationship building skills

• Excellent oral and written communication skills

Ability:

• Ability to establish effective working relationships and respond with tact, diplomacy, accurate and appropriate information and in a timely manner

• Ability to communicate effectively, multi-task, set priorities and manage a diverse range of HR needs

• Ability to learn and work within each of the agency programs, polices, mission and procedures

• Ability to collaborate and work effectively with agency leadership and agency staff

Preferred Education, Licensure & Certification:

• Bachelor’s Degree in Human Resources or closely related field and two years experience as a Human Resources Analyst or equivalent experience

• Relevant SHRM or HRCI Certification

Pre-Employment Requirements:

• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)

• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
