Job Summary:

This position resides in Human Resources and reports directly to the Operations Supervisor. The Department’s workforce consists of approximately 623 employees. The individual in this position will provide operational support on various Human Resources actions and initiatives in support of the Department and its employees.

Job Duties:

Under the direction of the Human Resources Branch Chief, this position is responsible for working closely with hiring supervisors and providing guidance throughout the recruitment process. Develops job announcements and posts at various websites. Prescreens resumes to assure that candidates meet the Knowledge, Skills and Abilities of the position and the needs of the department. Conducts salary analyses and forecasting for promotions and new hires. Coordinates with candidates on the post-offer physical exam and drug screening processes. Assists with the development and analyses of hiring, statistical and other HR-related reports. Conducts benchmarking with other government entities to identify inequities and under market values. Attends career fairs as needed. Communicates frequently with internal and external applicants regarding the hiring process and application status. Utilizes Talent Acquisition as the primary recruitment and advertising tool. Develops HRIS ad hoc reports. Supervises aHuman Resources Analyst, grade 20. Oversees the Department’s Predictive Index program and participates in our Diversity and inclusion initiative. Provides assistance in other HR areas such as operations, classification, compliance and employee relations. Performs other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

The candidate must have knowledge in Arizona State Personnel System rules, federal and state employment statutes, regulations, rules, policies, and procedures such as FMLA and FLSA, government organizational structure and practices, metrics tracking, statistical analysis and analytics and an understanding of diversity and inclusion principles.
Candidates must be skilled in organization and planning, record keeping, and various computer software such as Microsoft Office programs, specifically Excel; Google Suite applications; supervision; delegation; leadership. The preferred candidate will have experience with the State of Arizona personnel rules and procedures and software. In addition, the candidate must be skilled with strong oral and written communication, with the ability to problem solve and prioritize work and tasks to ensure program deliverables.

Selective Preference(s):

The ideal candidate will be able to work well with a diverse group of HR staff, employees and job applicants, willingness to adjust to changing project priorities, effectively manage a wide array of tasks, projects and responsibilities, maintain confidentiality, work independently, and organize and manage a complex and varied workload.

The preferred candidate will have a minimum of three years of professional level human resources experience working. A Bachelor’s degree in Business Administration or Human Resources is desired, as well as PHR certification and experience with specialization in public or personnel administration, business, or related field.

Pre-Employment Requirements:

Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
