      Job Summary:

      The AZ Adoption Subsidy Program is a primary post-permanency support for adoptive parents who adopt a child with special needs from the foster care system. This position supervises case managers responsible for executing child-specific adoption subsidy agreements with parents, provides case management and supports for the adoptive parents, and reviews each case on an annual basis.

      Job Duties:
      • Supervises case managers in the program. Assures that each agreement, prior to legal execution, meets all federal and state requirements for the program. Signs each agreement as authorized DCS agency designee
      • Manages the workload for the program. Assigns and re-assigns cases according to the level of expertise of the case manager, the special needs of the child, and array of services needed for the child.
      • Works with attorneys and providers to assure quality services and prompt agency payment for these services.
      • Interprets federal and state policies for program to assist case management staff in maintaining compliance. Makes suggestions to the program administrator for improvements in the program, service deliver, and service array.
      • Implements LEAN management principles for program staff, assures huddle board visual management is in place and utilized to its fullest.
      • Other duties as assigned as related to the position.
      Knowledge, Skills & Abilities (KSAs):

      Knowledge of :

      • LEAN management processes
      • Adoption subsidy (assistance)
      • Effective supervisory practices
      • Ombudsman type practices for demanding clients

      Skills in:

      • Written and verbal communications
      • Caseload management
      • Supervisory and leadership techniques

      Ability to:

      • Make decisions without Program Administrator routine approval
      • Work efficiently & effectively with peer supervisors and professional teams
      • Periodically review caseloads and modify as necessary based on staff
      • Interpret complex federal and state laws
      Selective Preference(s):

      Bachelor's Degree in related discipline or a minimum of three years experience in a child welfare or behavioral health position required. Supervisory experience preferred.

      Pre-Employment Requirements:

      Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).

      Must be able to secure and maintain clearance from DCS Central Registry.
