Job Summary:

The Arizona Department of Administration (ADOA), General Services Division is seeking a highly skilled and experienced HVAC Controls Engineer to provide technical leadership and direction to its facilities team. This critical role will ensure efficient operations and maintain high standards of accountability. The ideal candidate will possess specialized technical skills in programming EMS systems and will work closely with vendors to guarantee adherence to ADOA standards and policies. Responsibilities include implementing long-range facility management plans, developing and implementing new standards and operational procedures, and troubleshooting complex issues with building EMS and HVAC systems. This position also serves as a technical expert to ADOA Construction and Capital Planning.

Job Duties:
  • Possesses specialty technical skills in writing programs in energy management systems such as Niagara AX and N4 graphical user Workstation for the EMS system, including management of Jaces and servers
  • Maintains an optimal level of operation; plans develops and implements software programs
  • Oversees and participates in the installation, troubleshooting and repair of software programming for the EMS. Designs, develops and updates energy management programs for large heating, ventilation and air conditioning systems
  • Attends meetings to provide technical expertise on construction and building renewal projects
  • Work with and advises external agencies as directed by management
  • Communicates orally and in writing with contractors, employees and represents the division on various projects related to EMS
  • Shares information with appropriate personnel for repair and participates in troubleshooting and maintenance of hardware for the computerized EMS system
  • Makes recommendations to Facility supervisor and manager related to proper EMS related practices
  • Provide technical leadership and direction to the Facilities team ensuring efficient operations, and maintaining high standards of accountability
  • Occasionally may serve as a crew lead over other trades for specified projects
  • Provide energy saving reports and other complex HVAC reports as needed, Read and interpret blueprints and schematics
  • Monitor, adjust and repair equipment as necessary to obtain optimum building control efficiency
  • Responsible for oversight of contract administration, including workmanship, contract compliance and payment
  • Meeting with key vendors regularly to review any issues or concerns and keep them advised to any changes of ADOA practices
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Principles, methods, materials, and tools related to the HVAC field
  • Hazards and precautionary methods
  • Theory and practical applications of commercial and solid-state electronic control systems
  • Functions and mechanics of HVAC systems, centrifugal chillers, screw chillers, cooling towers, fluid coolers, flat plate heat exchangers, boilers, and pumps
  • Basic engineering practices and principles
  • Differences between BACNET, MODBUS, and LON WORKS former architecture on an Ethernet LAN system
  • Building and construction codes
  • Understanding of commercial plumbing and electrical systems

Skills in:

  • Maintaining and repairing large HVAC systems in an industrial environment
  • Installing and programming computer-based energy management systems
  • Installing and performing preventative maintenance and repair on all refrigeration, heating, and ventilation equipment, control systems, and computer control systems
  • Repairing and replacing electrical components
  • Installing piping and pumps
  • Principles and practices of facilities operations and maintenance
  • Analysis and problem-solving

Ability to:

  • Understand air balance and its effects on HVAC
  • Read and interpret schematics
  • Analyze gauges and meter readings
  • Maintain detailed records of activities and completed work orders
  • Perform work in a safe and timely manner
  • Operate a personal computer and related software
  • Demonstrate proficiency in preparing work orders, documents, emails, and timesheets
  • Make mathematical calculations
  • Listen and communicate effectively with a diverse group of people
  • Establish and maintain effective working relations
  • Assume ownership of the position and equipment
  • Complete safety training as required
Selective Preference(s):

Preferred Qualifications:

  • EPA Certification
  • Tridium Niagara AX Certification
  • Bachelor's degree plus five (5) or more years of experience in programming and analysis
  • Eight or more years of experience without a degree
