Provide and preserve a safe and efficient transportation system for the traveling public, as well as being courteous, considerate and prompt in dealing with and serving the public. Performs a broad scope of high level highway operational duties (including scheduling, assigning and overseeing aew and unit wort, inspecting wort, training and guiding staff related to items such as operation of motorized vehicles and equipment, pavement care and preservation, roadside shoulder and roadway restoration and repairs, delivery of equipment and materials, vegetation management, incident and storm response including winter storm management, permit compliance, record keeping, work management re pons, inventory and features tracking, budgeting, data entry, contract preparation and tracking, environmental compliance, vehicle and equipment care. Acts as the technical leader within the Unit. Establishes priorities to be accomplished and communicates to the crews the needed work and location. Inspects the progress of the crews and contractors which is recorded and (if needed) authorized for payment. The position will assure proper procedures are being utilized. May act on behalf of the supesor i.n his/her absence, training and guiding other ng and guiding other staff, overseeing special projects, feature inventory assessment, and level of service measurements, as well as assisting with the day-to-day operation of the unit. This position is subject to call-out and is required to work nights, holidays and weekends. Respond to unit in 30 minutes.
Oversees and inspects work products of multiple roadway and right-of-way maintenance work operations, directing in-house and contracted services .. Assures safety and compliance .with prevailing maintenance program guidelines i.n au operations. Coordinates and documents alternate work resources such as prison work crews and contracted services along with in house crews for most efficient manpower and equipment usage.
Enters and approves daily crew cards into PeCoS work program. Performs quality assurance checks to ensure accuracy i.n Pe Cos and payroll systems. Assists with the development and management of the annual work plan and budget by coordinating resources (manpower, equipment and materials), contracted services and items, and facility management. Compile and analyze repons for supervisor .
Coordinates wort force and participates in emergency response for incidents and weather events, including winter storm management, i.n accordance with ICS standards, to ensure the safety of the traveling public. Processes work report requests and special reports requested by supervisors, superintendents, and managers.
Participates and assures required inspections, inventories and audits are being completed for all highway system features and materials. Participate in the Level of Service (LOS) Program by gathering and reviewing LOS measurements. Assure that Best Management Practices and environmental compliance measures are utilized and adhered to.
Operate a vehicle in the course and scope of conducting State business. Operates COL and heavy equipment fleet in the most technically difficult situations to perform highly skilled tasks appropriate to roadway maintenance. Trains staff on operation of this equipment. Ensures the required preventative maintenance checks are completed and performing minor servicing to comply with laws rules policies and procedures. Arranees for
services as needed.
Coordinate and paniculate in the training and coaching of employees in all aspects of maintenance operations, including equipment operation, to establish the development of a skilled workforce. Ensures staff is property trained to perform all roadway maintenance activities.
Coordinates with other governmental agencies, utilities, and businesses regarding encroachment and asset preservation. Inspects permitted righto-of-way encroachment work to ensure compliance with applicable laws and specifications and documents progress
and completion.
Attends planning and review meetings for upcoming construction projects, providing important technical feedback on product and system performance.
Coordinates with construction project managers to assure highway assets are protected, post-project maintenance feasibility, and for end-product
acceptance. Review and provide input information on vendor and contractor. Coordinate with vendors.

ABILITY
Experience equivalent to a Highway Operations Tech 1, 2, and 3.
A commercial driver's' license with proper endorsements at time of appointment.
This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
