This position exist to provide direct supervision of the Tucson Compliance Supervisor. The position is extremely important part of the ADOSH program due to the fact that it provides direction for the ADOSH Tucson Compliance team. Although it does not normally directly supervise, the position can provide supervision for Phoenix and Tucson staff in the absence of, or requested by other ADOSH Deputy Directors. This position also has direct responsibility for initiating state plan program changes, implementing federal program changes, directives, etc., and adopting new standards, policies, and procedures. The position also helps develop the annual ICA and OSHA 23(g) budgets. The position works closely with the ICA Legal Division, as well as the Governor's Regulatory Review Council (GRRC).
This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Essential Duties and Responsibilities include but are not limited to:
● Managing the Compliance section and provide necessary training for ADOSH personnel.
● Provide direction on goals, outcomes and objectives of the Arizona Division of Occupational Safety and Health state plan.
● Coordinate supervisors meetings and all-hands meetings to communicate policies, procedures, and OSHA standards.
● Assist with informal conferences, settlement conferences, Commission presentations and stakeholder meetings. Provide instruction and direction to the Compliance section and verify team operation is in accordance with established ADOSH policies and procedures. Review compliance files,
● Assist in managing quarterly meetings with Federal OSHA and the ADOSH Advisory Committee with the ADOSH management team.
● Review and help the ADOSH Director respond to OSHA's requests such as but not limited to; Complaint Against a State Plan Administration (CASPAs), Reports, Inspection Files, referrals and other general needed requests.
● Provide information requested by OSHA during annual audits.
● Review OIS and Salesforce activities and run needed reports to ensure the State Plan is operating in an ALAE manner. Through those reports, provide feedback, direction and necessary changes to course correct or improvements.
● Coordinate and participate in meetings between the Tucson compliance teams and the Phoenix Compliance teams for staff development.
● Provide input on staff needs such as personal protective equipment, Phoenix laboratory needs, vehicle updates and computing equipment.
● Coordinate third safety and health training and in house training needs within the Compliance team.
● Speak at seminars, public meetings, training courses, etc. on matters related to Arizona's occupational safety and health program standards, goals, and objectives. Develop materials for such speaking engagements.
● Attend and participate in various safety and health association meetings. Write letters, memos, etc. to staff, state and federal agencies, employers, employees and other interested parties on occupational safety and health matters.
● Answer inquires from employers, employees, and other parties as needed.
● Maintain expertise by reading and researching occupational safety and health related materials such as the Federal Register, OSHA publications, NIOSH studies, CDC guidance and other documents as related to safety and health and the state plan program.
● Attend Occupational Safety and Health related training and leadership courses.
● Participate in the Arizona Management System (AMS). Provide input, ideas, and ways to improve ADOSH's workplace flow to increase our program's maturity.
● When needed provide supervision to the division or sections within the division in the absence of the Management.
Knowledge in
● Jurisdiction, objectives, goals, responsibilities and operational parameters for administering a Federally approved State OS&H program.
● Federal OSHA monitoring activities and acceptable performance criteria.
● State rule-making procedures.
● Federal computerized OSHA Information System (OIS).
● The Arizona Occupational Safety & Health Act, standards, rules, and legal aspects promulgated under the act.
● OSHA compliance directives consultation guidelines and statues (29 CFR 1908).
● Policies and procedures of both the Industrial Commission of Arizona (ICA) and ADOSH.
● Occupational safety & health hazards, their levels of severity, toxicological effects, implications and acceptable methods of abatement of such hazards.
● State and Federal budgetary processes and requirements.
● Requirements of other federal, state, and local agencies with similar laws as ADOSH dealing with safety or health matters (e.g. Federal OSHA program, Mine Safety & Health Administration (MSHA), Environmental Protection Agency (EPA).

The ideal candidate for this position will have:
Bachelors degree in a related safety and/or health field from an accredited college or university or Six years of work-related safety experience in the General, Construction and Agriculture industries where reports were generated or four years work-related safety experience in the General, Construction and Agriculture industries and where professional membership is maintained.
If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate Arizona driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
This position may offer the ability to work a hybrid remote work schedule (1 or more days per week), based upon the department's business needs and meeting of expected performance measures.
