The Division of Child Care (DCC) is responsible for the development, oversight, and implementation of the Child Care and Development Fund State Plan, and additional federal child care relief investments which require states to ensure equitable access to high quality child care, focused on child development and well-being. DCC is seeking an experienced and highly motivated individual to join our team as an Information Technology Administrator (Business Analysis Manager Senior). This position is responsible for providing leadership and guidance to the Division’s Systems/IT Administration.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

- Provide leadership to Business Analysis Managers, Program Administrators/Managers and work with external entities and 3rd party vendors to support DCC applications.
- Review performance and progress of projects and report on findings.
- Manage large, complex technical or business support or production teams.
- Supports DCC's key business processes and applications, recommending applicable business redesigns.
- Prepare and deliver informative presentations and project status reviews to process owners, customers and other stakeholders.
- Perform data analysis, reporting and business requirement gathering for complex projects.
- Develop and execute comprehensive system test plans, conditions, test scripts and test cases.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
- Extensive working knowledge of methodologies and techniques for systems analysis and design, business process modeling, requirements gathering/elicitation, testing practices, quality assurance, and software development.
- Application of program development practices and techniques, database and other file structures, hardware configuration, operating systems and equipment capabilities.
- Broad and deep understanding of all facets of management and leadership, as well as a vision for specific business program/function being managed.
- Good knowledge of Project Management principles, practices, processes and work products.
- Good understanding of the content, practices and techniques found in the Business Analyst Book of Knowledge (BABoK).
- Good working knowledge of organization's rules, regulations, policies, procedures, and associated federal regulations for programs administered in the DCC.

Skills in:
- Proficient analytical skills to evaluate information gathered from multiple sources, consolidate details and extract to functional requirements.
- Developing and executing comprehensive test plans for projects of various sizes and complexity.
- Advanced skills in interpreting and understanding program policies and procedures.
- Advanced skills to develop and write technical documentation.
- Organizational skills to prioritize projects/tasks and adapt to unplanned activities or changes in priorities.
- Interpersonal skills to communicate effectively with business users to identify and prioritize needs, articulate business impact, and evaluate alternative business solutions.

Ability to:
- Lead and supervise staff and teams, build relationships, gain consensus, and work collaboratively in teams across the organization.
- Interact with all levels of the organization and communicate with technical and non-technical partners.
- Complete feasibility reviews and impact analysis.
- Make appropriate recommendations for automated solutions to business needs.
- Present proposed/recommended solutions to various audiences orally and in writing.
- Assess operational needs to establish priorities.
- Prioritize and plan work activities; set goals and objectives.
- Analyze complex issues, interpret, evaluate and arrive at logical conclusions.

Selective Preference(s):

The ideal candidate for this position will have:
- Bachelor's degree and/or 8 years of related business analysis experience and 3 or more years of supervisor/management experience (or equivalent experience).
- PMI, BABOK, Scrum Master, and/or Lean Six Sigma certifications are a plus.
- Knowledge of Child Care Services Programs.
- Knowledge of AZCCATS and/or other state or private sector case management systems is a plus.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
