ARIZONA BOARD OF FINGERPRINTING

The Board's mission is to fairly, expeditiously, and responsibly determine good cause exceptions and central-registry exceptions for applicants. To fulfill its mission, the Board has adopted the goals identified below. The Board evaluates how well it meets its goals through various performance measures.

Job Summary:

This mission-critical position directly reports to the Executive Director and is responsible for conducting complex investigations in a prompt, efficient, and professional manner.

The Investigator 3 (I3) determines whether the application is complete and makes a recommendation to the Board of Fingerprinting as to whether the applicant should be granted a good cause exception, or central registry exception, or should appear at an administrative hearing.

The I3 must review and make judgments about court documents, police reports, written testimony, criminal history information, confidential law enforcement, and confidential CPS records for use in the investigations.

The I3 prepares summaries of files, including narratives about an applicant's criminal history, for the Board to review.

These summaries must be accurate, so attention to detail is crucial.

Job Duties:

• Reviews and investigates applications, including data entry

• Works with applicants through telephone and written correspondence to ensure that good cause exception and central registry exception applications are complete and accurate

• Prepares detailed reports (summaries of files) for the Executive Director's review that are forwarded to the Board of Fingerprinting with recommendations as to whether the applicant should be granted a good cause exception, or central registry exception, or should appear at an administrative hearing

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• Federal and state laws affecting the Board, including administrative rules

• Familiarity with Windows operating system

• Familiarity with the criminal justice system and criminal history record information

• Investigative techniques and methods appropriate to the assignment, including handling and interpreting criminal history records

• Microsoft Office: intermediate to advanced knowledge of Word, Access, Outlook (or other e-mail programs), and Excel (or other spreadsheet programs)

• Google G Suite: intermediate to advanced knowledge of Gmail, Docs, Drive, Calendar, and Meets

• Internet navigation

Skills:

• Applying and interpreting civil, criminal, and regulatory laws of a complex nature

• Interpersonal relationships

• Strong typing skills

• Verbal and written communication skills

• Maintaining a high degree of organization

• Multitasking and prioritizing

Abilities:

• Work independently in answering complex inquiries and completing multiple and/or complicated tasks

• Interact politely and respectfully with people. Communicate effectively in both written and verbal formats

• Handle calls from clients who can sometimes be difficult and unfriendly

• Handle confidential files that contain criminal history information with professionalism and privacy

• Strong organizational and time-management skills are crucial

• Adapt easily to changes in operations and policies

Selective Preference(s):

• A bachelor's degree is preferred

Pre-Employment Requirements:

• State law requires that all Board employees have a Level I fingerprint clearance card

• If you do not have one, the Board will pay for an application for the successful candidate

• However, individuals with criminal histories may be ineligible to receive a card or work for the Board
