DEPT OF INSURANCE AND FINANCIAL INSTITUTIONS

The Department of Insurance and Financial Institutions licenses, monitors, investigates, examines, and ensures the safety and soundness of regulated entities. The Department also helps resolve consumer complaints against financial-services and insurance entities; takes action in response to violations of law; encourages competition, innovation, and economic development; collects taxes and assessments that support State government operations; combats auto theft and insurance fraud through public awareness campaigns, and funding for law enforcement and dedicated prosecutors.


Our mission is to help Arizonans receive the benefits and protections to which they are legally entitled by enforcing insurance and financial institution laws by providing information and assistance and to combat vehicle theft.

Job Summary:

The IT Division Manager leads the agency’s Information Technology Services, coordinating with executives and division heads to align technology initiatives with strategic and operational goals. Ensures compliance with state technology laws and safeguards agency assets, including hardware, software, and data. Serves as the primary liaison with external service providers and oversees contracted technology projects.

Manages projects and directs the Technology Services Section, including staff supervision, delegation, recruitment, training, performance evaluation, and disciplinary actions. Provides leadership in setting priorities, assigning work, and ensuring timely project completion, including meeting short term and long term deadlines. Oversees application design, software development, system analysis, and database administration across multiple platforms working with agency staff and statewide IT and Homeland Security teams. Gathers and analyzes data to support decision-making, including software and hardware inventories, upgrade schedules and budget projections. Strong interpersonal, conflict resolution, and consensus-building skills are essential for success in this role.

Job Duties:

• Performs complex project analysis, application programming, database design, and management data analysis; develops, installs, configures, tests, and otherwise implements computer applications and data analysis.

• Directs the Technology Services Section. Investigates potential misuse of state computer equipment. Provides consultation and assistance on technology issues, questions, and concerns. Reviews and approves technology-oriented purchase
requests. Coordinates work with project team members.

•Confers with Director, Deputy Director, and their designees concerning strategic and operational mission, vision, and goals.

• Confers with division heads and program managers to plan, analyze, develop, modify, implement, and evaluate strategic and operational plans, business systems, information systems, policies, and procedures.

• Coordinates with Director’s and Business offices regarding procurement matters. Develops and updates agency’s information technology policies and procedures; hires, trains, supports, supervises, monitors, evaluates, and disciplines subordinate
employees.

• Liaises with external technology service providers.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
● Experience analyzing, planning, modifying, testing, implementing, and evaluating business systems, computer applications, policies, and procedures.
● Knowledge of concepts and techniques associated with strategic planning, quality management, and change management.
● Considerable knowledge of the processes and functions of the Department of Insurance and Financial Institutions.
● Considerable knowledge of the state statutes, rules, regulations, policies, procedures, and guidelines pertaining to or impacting information technology in state government.

Selective Preference(s):

● Bachelor’s degree in IT, Computer Science, or related field (Master’s preferred).
● 7+ years of progressive IT management experience, including project and staff leadership.
● Strong background in application development, database administration, and systems analysis.
● Preferred certifications: Relevant cloud/database credentials.
● Strategic planning and alignment of technology with business goals.
● Strong vendor and contract management experience.
● Ability to lead complex projects and manage competing priorities.
