What You'll Do:

This position is responsible for managing the agency’s information technology Quality Assurance team for systems development, maintenance, and support.

Significant reasonability is the development of people and their capabilities by creating standards to drive excellence, providing guidance by mentoring and coaching, and developing strategies to continually strengthen their skillsets.

Another significant responsibility is establishing QA methodology with supporting policies, procedures, and best practices across the enterprise.

Our goal is to provide QA testing and UAT support for new implementations and modifications for internal and vendor-hosted systems including major infrastructure updates. This team is responsible for UAT We also manage UAT by creating the test scenarios plus training and scheduling testers.

Currently, the team is working on a few key initiatives. They are currently working on a project to implement automated testing. In addition, we are adding processes and tools to add ADA and UI/UX, and security requirements to the QA process.

Job Duties:

Manages professional employees and/or supervises medium to large, complex technical or business support or production operations team(s) to successfully complete work assignments. Includes: assign work, monitor work progress, resolve or escalate issues, administrative duties, staff performance management and provide development guidance.

Develop and maintain comprehensive policies, procedures, and methodology for system test planning, development, and execution. Create a library of best practices that can be used for new and existing QA personnel and help develop and maintain test environments.

Create project work plans, track project timelines, identify and resolve issues and risks, communicate status to the key stakeholders; work with established structures/ forums when part of the release effort. Provide testing effort estimates and identify resources for those efforts.

Organize and participate in team project meetings, including project status, planning, and test conditions reviews; manage and provide system test status on application support and releases.

Develop and maintain a blueprint of the overall test environment (Unit, System, and UAT). Includes applications, tools, utilities, databases, configuration management, file transfer, etc. Define and maintain metrics or KPIs for the Quality Assurance area.

Knowledge, Skills & Abilities (KSAs):

- Thorough knowledge in the software quality assurance practice which includes processes, procedures, techniques, and standards used in a project to ensure proper quality of the software.
- Excellent knowledge of the defect life cycle at each phase of development.
- Thorough working knowledge of quality assurance and testing tools and processes
- Thorough knowledge and experience in management and leadership
- Considerable knowledge in module-based, data-driven, keyword-driven, hybrid, and behavior-driven testing frameworks.
- While working in this position the QA manager is required to have a working knowledge of the agency’s infrastructure and applications; methodologies and tools; policies and procedures; and interrelationships among various internal and external organizational functions.

Selective Preference(s):

Bachelor’s degree plus 5 or more years of related experience in a related discipline (or equivalent experience).
