Job Summary:

The Arizona Department of Administration (ADOA) State Procurement Office (SPO) invites experienced procurement professionals to apply for the role of IT Statewide Procurement Manager. As the central procurement authority for the State of Arizona, SPO is responsible for the authorization, oversight, and comprehensive management of all contracting and purchasing activities across the state. This critical leadership position sits within the Statewide Contracting team, where it plays a pivotal role in serving the citizens of Arizona by ensuring the efficient and strategic acquisition of information technology products and services.

In this capacity, the successful candidate will develop and implement sophisticated sourcing solicitations that align with the overarching strategies of the State Procurement Office. This role is tasked with managing a high-impact portfolio of strategic contracts, each typically exceeding $5 million annually. These enterprise-level agreements provide essential resources to approximately 120 state agencies, boards, and commissions, while also supporting the diverse needs of more than 1,000 Arizona cooperative members. We are seeking a dedicated professional ready to drive value and innovation within the state's IT procurement infrastructure.

Job Duties:
  • Develop and execute comprehensive sourcing strategies in collaboration with internal stakeholders to meet statewide IT needs.
  • Draft highly technical solicitations, including Statements of Work (SOW), delivery schedules, milestone payment structures, and specialized terms and conditions.
  • Utilize Lean tools to lead cross-functional teams through the full strategic sourcing lifecycle, including market assessments, RFIs/RFPs, and supplier selection.
  • Conduct industry research and market trend analysis to provide actionable recommendations for procurement optimization.
  • Negotiate complex contractual agreements and terms and conditions to ensure maximum value and risk mitigation for the State.
  • Manage post-award activities including kick-off meetings, contract renewals, extensions, and the resolution of contractual disputes or issues.
  • Perform rigorous contract administration such as reviewing certificates of insurance and ensuring compliance with all contractual obligations.
  • Prepare formal award documents and written determinations/justifications in strict accordance with the Arizona Procurement Code.
  • Perform expenditure analyses, requirements assessments, and business case development to guide strategic decision-making.
  • Apply data analytics to optimize Return on Investment (ROI) and assist stakeholders in developing business strategies that minimize financial and business risk.
  • Gather and assess complex business requirements from subject matter experts across multiple state agencies.
  • Serve as the primary point of contact between the State and vendors for all contractual matters related to assigned statewide IT portfolios.
  • Establish and maintain professional relationships with diverse stakeholders and vendor representatives.
  • Hold vendors accountable by developing, monitoring, and reporting on supplier performance metrics in accordance with contractual agreements.
  • Interpret and apply the Arizona Procurement Code, state statutes, and agency policies to all procurement activities.
  • Stay current with industry best practices by reviewing professional literature and attending development events.
  • Represent the State Procurement Office by presenting at agency and cooperative organizational meetings.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • State and federal statutes and rules related to government procurement activities and contract administration.
  • Best practices to determine appropriate sourcing strategies/methods.

  • Developing and maintaining customer and supplier relationships.
  • Negotiating contractual terms and conditions.
  • Developing effective monitoring and reporting tools to ensure terms are adhered to.
  • Communicating effectively with a wide range of customers, internal stakeholders at all levels, and suppliers.
  • Interpreting business issues and recommending solutions/best practices.

Ability to:

  • Develop and implement strategic sourcing strategies.
  • Establish and maintain effective customer and supplier relationships.
  • Develop and implement various monitoring strategies to ensure accountability.
  • Synthesize, summarize, and analyze a variety of data/sources and formulate workable recommendations.
  • Work in a dynamic team environment that allows the incumbent to be responsive to changing goals and priorities.
Selective Preference(s):
  • Bachelor's or Master's degree in supply chain management, business, or other closely related field Public procurement experience preferred.
  • IT Industry experience preferred.
Pre-Employment Requirements:
  • Valid AZ Driver's License.
