POSITION SUMMARY:
The Juvenile Justice Services Division (JJSD) is responsible for the effective administration of juvenile justice programs for delinquent and incorrigible youth in coordination with the juvenile courts.  We are seeking an experienced individual in contract development and/or administration to oversee the responsibilities of development of service specifications, procurement processes, and administration of all Juvenile Justice treatment services contracts, which are procured on behalf of the statewide Juvenile Probation departments through the use of appropriated state general funds.  This position is also responsible for overseeing and conducting ongoing research and exploration to advance Evidence-based practices and alternative service deliveries with treatment providers.  This position acts as a liaison for the statewide Juvenile Court and Probation Departments, as well as other stakeholder contracting and licensing entities. 

This is a lead position which is responsible for the contract administration and oversight functions on behalf of the statewide Juvenile Probation Departments. This position acts in a supervisory and decision-making capacity in the absence of the Program Manager and will provide technical assistance and support to the JJSD Director, Program Manager, and JJSD-contracted experts with implementation of statewide initiatives, projects, studies or reviews related to state level oversight of probation or contractors.

 

This position will also assist the Program Manager in conducting high-level review of incidents involving the health, safety, and welfare of juveniles, complaints, or contract compliance issues, and developing Contracts and Monitoring Policy and Procedures and Guidance documents to maintain updated manuals.

 

MINIMUM REQUIREMENTS:
The successful candidate will hold a Bachelor’s degree in a human services field or administration and at least seven years’ experience working in juvenile justice system, behavioral health care delivery system or child welfare system

Must possess a minimum of three (3) years of experience which includes supervisory and/or oversight responsibilities,

knowledge of effective treatment and prevention services for court-involved youth, experience in contract development and/or administration; preferably with a human service-related organization or government entity with contracting to include monitoring activities, report writing, reviews and compliance plans of correction. The ability to interact effectively and professionally with AOC staff, contract providers, community members, and court personnel to provide information, support, and assistance. Excellent interpersonal skills, and effective relationship-building capacity, excellent communication skills, both verbal and written, including spelling, grammar, and use of professional language. Must possess strong critical analysis skills to manage details and global issues, knowledge of budgeting principles and accepted accounting practices, the ability to plan and organize multiple tasks with minimal supervision. Knowledge of process improvement and program evaluation methods.

 

The preferred candidate will have Prior project management experience, licensure by the Arizona Board of Behavioral Health Examiners (counseling, social work or related field), Master’s degree in human service or related field, and prior experience in maintaining provider relations

Travel level: Up to 20% - Must possess a valid driver’s license and be able to travel statewide.
