The Large Project Manager Advisor (LPMA) reports to the DTS Project Management Office Administrator and will be responsible for cultivating and sustaining relationships to provide appropriate support and consultation to the DTS business partners. The LPMA will coordinate with and manage 3rd party vendors that engage in contracted work with DES/DTS. In addition, the LPMA will be responsible for the coaching and mentoring of lower level project managers in resolving escalated issues, managing complex client concerns raised during the project life-cycle, and engaging in analytical assessment services to help drive decision making. The LPMA will be responsible for reporting and analyzing data to inform and influence stakeholders while driving outcomes on behalf of the leadership team.
-Monitor and control quality of Vendor Project Manager (PM) deliverables and Vendor PM management to ensure quality, continuity, and sustainability including IV&V vendors. Conveys specific, observable, and/or measurable expectations for each assignment, and verifies understanding and agreement on deliverables and timeframes.
-Effectively lead a team of Project Managers, both internal and external, with diverse skillsets and backgrounds focusing on the goals of the project. Facilitate teams to address all aspects of change management and sustainability related to modernization. Define team structure, roles and responsibilities, budget to facilitate delivery of project(s).
-Working knowledge of both theoretical and practical aspects of project management.
-Working knowledge of other practices e.g. COBIT, ITSM, EA (TOGAF, Zachmann etc.), etc.
-Considerable knowledge of interrelationships among various internal & external organizational functions.
-Federal requirements and/or interaction with the Federal government for federally funded projects.
-Security related practices and regulations to manage compliance requirements.
-Developing and writing technical documentation.
-Leading team(s) to design solutions for clients.
-Interpersonal, written and oral communication.
-Defining vendor deliverables and metrics for performance management.
-Executing multi-year individual projects over $10 million.
-Participating in multi-state consortiums to determine vendor partner opportunities and leverage economies of scale.
-Build strong relationships inside and outside the organization.
-Create a metrics driven approach to drive accountability of Vendors, team members and communicate project health and status.
-Contribute to the Project Management Office’s Body of Knowledge as part the organization’s continuous improvement philosophy and commitment.
-Develop organization wide communication plans in sync with vendors, project stage and deliverables.
-Navigate complex statutory and process requirements to deliver sustainable products with established governance for operations, maintenance, and sustainability.
-10 years experience as certified Project/Program management practitioner in Waterfall, Agile and hybrid methodologies.
-10 years of IT technical career background in Software Development and SDLC.
-Bachelor’s degree plus 5 or more years of experience in project coordination and management (or equivalent experience).
-Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
-In-state travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspensions or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required PRIOR to driving for State business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
