The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as an Habilitation Services Project Coordinator (Licensing and Regulatory Licensing Specialist) to provide a high-level administrative support services to management within the DDD. This position performs a variety of functions related to the developmental home licensing process, while under the supervision of a Licensing Manager.

Applicants for this position cannot be licensed, certified by the DDD Office of Licensing Certification and Regulation, or may seek nor maintain a license or certification for any services regulated by OLCR.  Applicants cannot have a principal interest in or have spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed, subcontracted by a DDD Qualified Vendor., or any entity regulated by OLCR during employment within OLCR.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Reviewing initial, renewal or amendment developmental home license applications for compliance with the Arizona Administrative Code and the Arizona Revised Statutes.
  • Reviewing initial and renewal applications for Child Developmental Certified Homes.
  • Evaluating home studies and recommending licensing parameters.
  • Recommending approval, denial, suspension or revocation of developmental home licenses.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Regulations and Arizona Administrative Codes governing Developmental Home Licensing (Articles 10 and 11)
  • Arizona Revised Statues related to regulatory enforcement and due process.  Understanding Federal and State laws regarding the provisions of services for individuals with Developmental Disabilities
  • Investigative techniques and problem resolution which include defining the problem, exploring and evaluating system efficiency and effectiveness, and implementing solutions that deliver results

Skill in:

  • Excellent written and verbal communication, including the ability to clearly convey complex regulatory issues in a concise and effective manner
  • Strong computer skills which include MS Excel, MS Word, Google, database management software programs, and webbased applications such as Quick Connect
  • Establish and maintain working relationships with colleagues, staff, other departments, and the public at large

Ability to:

  • Formulate, interpret, and explain policies, rules, and regulations
  • Analyze information, identify problems, forecast consequences, and develop solutions Make recommendations that are supported by licensing requirements of contractual mandates
  • Demonstrate tact, diplomacy, and professionalism when representing the department. Understand and address the concerns of individuals regulated by OLCR
Selective Preference(s):

The ideal candidate for this position will have:

  • A Bachelor's Degree in Management, Human Services, Legal, Social Work, or another closely related field from an accredited college or university. Regulatory, Investigative, and/or Developmental Disabilities experience is highly desirable.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
