Responsible for accurate completion of inspections and complaint investigations, scheduling and prioritizing work assignments, document and form preparation, all within the established time frames. Conducting in-depth complaint inspections and compliance evaluations of considerable difficulty to ensure compliance with established state statutes, rules and CMS regulations for up to 5 types of health care facilities, including state and federally funded programs, programs serving developmentally disabled. Assure that consumers, clients, residents and/or patients of all ages and diversified backgrounds receive the necessary care regarding their safety and well-being. Make critical, defensively sound judgments to recognize and act upon conditions affecting safety and welfare that are within the purview of state statutes, rules and CMS life safety code. Responsible for conducting investigations of considerable difficulty regarding all complaints of rule, statute violations and CMS life safety regulations; conduct joint investigations with local law enforcement agencies, fire departments and Adult Protective Services as necessary. Provide training and technical assistance to owners, administrators, directors, providers, and/or staff regarding state licensing/certification and CMS life safety requirements and corrections needed to attain compliance; take necessary actions, including legal, against providers found to be non-compliant with state statutes and rules. Prepare reports documenting compliance and non-compliance, complaint investigation and facility monitoring field trip reports, enforcement and legal actions, and data collection all within established time lines. Conduct a comprehensive review of records at facilities. Assess compliance with architectural review, state and local fire department codes/standards, and CMS life safety code requirements. May be responsible for training and/or mentoring new surveyors. Maintain a large case load which requires complex scheduling; close coordination with providers and other agencies; and accurate and thorough documentation for public files. Conducting on-site statewide, multi-faceted inspections and evaluations for compliance with Federal Regulations for Social Security Act Title XVII and Title XIX Medicare and Medicaid facilities. Determining federal enforcement remedies, including 23 day and 45 day terminations and per instance civil money penalties.
Inspects facilities to verify compliance with state licensing and Medicare certification standards and to ensure the safety of consumers, clients, residents and/or patients.
Inspections may be conducted both interior and exterior of facilities. Inspections could be subjected to environmental elements such as precipitation, heat, and cold.
Inspections may also require physical activities such as, but not limited to extensive walking and touring, inspecting hard to reach areas, carrying and setting up equipment, checking for obstructions, testing physical features, and traversing various terrains.
Review, analyze and determine compliance with federal for complaint investigations and Medicare certification, Medicaid certification and for state licensing.
Compose statements of deficiency, field trip reports, and other correspondence.
Recommend for or against Medicare and Medicaid certification, state licensure and enforcement actions, based on review of findings and acceptable plan of correction and follow-up inspection.
Percept for new surveyors. Testifies at administrative and judicial hearings as necessary. Attend meetings, participate in in-service training and continuing education programs performance improvement committees and work groups.
Confers with and provides technical assistance to administrators and staff of facilities regarding areas not in compliance with state standards; and Medicare regulations.

Knowledge of:
- Arizona Revised Statutes and Arizona Administrative Code (rules), inspection and investigation methods, case load management, policies and procedures applicable to state licensing, state certification, CMS certification and policies and procedures of the office.
- The American with Disabilities Act as it relates to health care facilities. State and local standards for fire protection, Life Safety Code, occupancy standards, codes as they apply to health care facilities.
- Legal options available to the department. -The Life Safety Code as it is related to Health Care.
- Codes references in the Life Safety Code.
- Testing, inspection and maintenance of fire protection systems, life safety systems, fire alarm systems, and emergency power requirements.
- Community resources, including other state agencies, advocacy groups, networking and provider associations.
- Federal regulations, Medicare State Operations Manual, State Operations Manual Appendices, Interpretive Guidelines and State Agency letters.
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Skill in:
- Oral and written communication and documentation, including the ability to receive detailed information through oral communication.
Analyzing and evaluating a wide variety of administrative and program records to ensure compliance with applicable state statutes, rules and life safety regulations during inspections and complaint investigations.
- Interpersonal relations as applied to contacts with providers and staff, representative of local and state governmental agencies, including Adult Protective Services, local police departments, local fire departments, consumers, media and the public.
- Educating and assisting providers on a variety of topics including those of records maintenance, supervision, safety, equipment standards and Americans with Disabilities Act, and others.
- Time management and organization to maintain case loads and prioritize work activities.
- In the maintenance of fire protection systems and life safety systems.
Ability to:
- Work effectively in a team or independently. -Identify problems requiring immediate corrective action; determine recommendations to include in reports developed as a result of inspections and/or investigations conducted.
- Make recommendations for initiating enforcement and/or enforcement actions against providers not in compliance with statutes, rules, and Codes including recommendations approving/denying/revoking a license or certification; assessment of civil money penalties; and intermediate sanctions.

Completion of a 2 year Fire Science Degree or 3 years Fire Service Experience. Certification of Fire Inspector 1 or have the ability to pass a Fire Inspector 1.
Must have driver’s license and ability to travel statewide. Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S. 41-1758.07 or must apply for a level one fingerprint clearance card within 7 working days after beginning employment.
