The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

Under the direction of the Installation Fire Chief, coordinate and perform prevention, control, and extinguish of all types of fires. May include fire or potential fires involving buildings, structures, wildland, aircraft, missiles and separate component weapons or other materials. Performs and leads operations and operator maintenance of all types of firefighting and related rescue vehicles, equipment systems and devices in support of overall site emergency contingency operations. Leads assigned crew in the operation of various crash, fire, rescue, structural pumper and tank trucks and all related equipment. Coordinates, and performs related rescue, first aid, and property conservation. A 56-hour shift type work week schedule will be followed. Overtime may be required depending on mission requirements. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

Responsibilities include:

• Coordinates with the Assistant Fire Chiefs to administer, receive and participate in initial and continuing education in work-related crash, fire, and rescue subjects, to include career development courses, formal schools, and in-house training programs. Participates in education and practice sessions on a continuing basis to ensure correct methods and expected performance levels to meet regulatory requirements. Participates in Physical training/Skills testing, (practical drills) during shift.
• Serves as a lead firefighter, coordinating crew/work activities daily. Directs Firefighters and Fire Engineers while they operate crash rescue vehicles and related tools and equipment to control, extinguish and overhaul related fires. Perform required standbys (emergency and routine). Leads crew in the performance of hazardous materials operational level duties involving hazardous spills or leaks.
• Conduct inspections and minor maintenance on firefighting vehicles and related equipment, maintain cleanliness and serviceability of personal protective clothing and uniforms, maintain fire station facilities, maintain assigned vehicles and firefighting equipment, conduct inspection, serviceability and operator maintenance on fire department compressed air systems.
• Monitors, receives, and records information from non-emergencies or emergency communication systems. Performs administrative and clerical duties. Prepares computer generated reports, records, and emails. Enters data into the fire department databases such as NFIRS (National Fire Incident Reporting System) and other information management systems.
• Directs, leads, and assists Firefighters as they perform hose deployment, apparatus relay pumping, ground ladder and pump operations, Evacuate/rescue personnel from structures, protect exposures from fire spread, and operate tools and equipment. Directs and leads Firefighters to control, extinguish and overhaul aircraft, structural, natural cover, vehicle, and miscellaneous fires.
• Directs, leads, and assists Firefighters as they provide emergency medical care to patients at the EMR level or at the Advanced Life Support level if Certified Paramedic, in accordance with local Standard of Care Medical Protocols. Ensures accurate and complete patient care reports in accordance with department policy. Conducts inspection, serviceability, and operator maintenance on specialized medical equipment used by the department.
• Assists Fire Prevention Officer in the performance of Fire Prevention inspections. Assists in creating site-specific fire pre-plans and shares them with Tenant units and first responders to enhance the safety of employees and responders. Identifies and reports potential hazards found during pre-plan exercises to the Fire Prevention Officer for investigation and mitigation. Assists in conducting building evacuation drills, fire extinguisher training, and fire prevention briefing.
• Provide damage control/standbys in response to bomb threats, hijacking, terrorist incidents and perform duties as directed.
• Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Specialized knowledge of recognizing aircraft, structural firefighting, wildland and fire prevention methods and practices.
• Specialized knowledge of equipment, chemicals and techniques used in fighting fires.
• Specialized knowledge of hazardous material incidents to the Operations level.
• Specialized knowledge of firefighting techniques concerning jet fuel, munitions, gas, oil, solvents, cleaning chemicals, metals, etc.
• Specialized knowledge of practices, principles, methods, and legal responsibilities of emergency medical services.
• Specialized knowledge of standard first aid methods and practices, including CPR.
• Specialized knowledge of pre-hospital care.

Skilled in:

• Advanced Life Support skills (if Certified Paramedic).
• Basic emergency service skills (EMS).
• Basic computer skills.
• Specialized skills also include experience as member of an organized military or other governmental fire department in controlling and extinguishing fires; rescue operations; detection, reduction, or elimination of potential fire hazards; operation of fire communications equipment; controlling hazardous materials incidents; developing, implementing, or providing training in fire protection and prevention.
• Effective verbal and written communication skills and effective interpersonal techniques.
• Specialized skills in Microsoft Excel, Power point and Word.
• Presentations, and public speaking abilities.
• Mentoring and coaching employees.

Pre-Employment Requirements:

Special Job Requirements:

• Must be able to obtain and maintain a valid State of Arizona driver's license.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Must comply with a pre-placement and annual firefighter physical in accordance with NFPA standard.
• Certificates/Qualifications required prior to employment: Department of Defense, the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (PROBOARD) Firefighter I&II, Airport Firefighter (ARFF), HAZMAT-Operations, First Responder CPR. Driver Operator-Pumper, Driver Operator - Aircraft Rescue and Firefighting (ARFF), and Driver Operator-Mobile Water Supply.
• Certificates/Qualifications required within 18 months of employment: Fire Instructor 1, Fire Officer 1, Fire Inspector 1, HAZMAT-Incident Commander.
• Employment is contingent upon completion of a post-offer medical/physical examination and the agency's ability to reasonably accommodate any restrictions.
• Required to be driver operator certified on all applicable assigned Fire Department vehicles within 12 months of promotion.
