Job Summary:

The Arizona Department of Revenue is currently seeking a Management Analyst 3 for its E-Services Team in its Taxpayer Services Division. The E-Services team is responsible for electronic returns that can be filed by individual and business taxpayers.

The Management Analyst 3 position provides technical expertise in computer information systems, databases and Microsoft Excel; and guidance to the E-Services Team by planning, developing, directing, reviewing, and participating in the activities of a team maintaining and updating existing systems and conducting special projects. This position acts as a liaison between ADORs Information Technology Section and both software vendors and internal business users.

Job Duties:

Essential duties and responsibilities include, but are not limited to:
• Documents findings, prepares comprehensive reports, and makes recommendations for new policies, changes to systems, programs, and procedures.
• Evaluates existing and proposed administrative policies, procedures, systems and practices.
• Update functional or operational manuals outlining established methods of performing work in accordance with organization policy.
• Evaluate the relevance of existing management analysis concepts and guidelines in order to prepare and tailor plans or individualized approaches to resolve the program issues.
• Analyzes work processes and makes recommendations for process improvement.
• Performs studies of policies, procedures, systems, practices, and operations to devise the most effective and efficient methods of accomplishing work.
• Present recommendations to management and coordinate implementation of process improvements and systems.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Principles and practices of public administration with emphasis on effective planning, organization, and management.
• Contemporary business methods, procedures, and practices.
• Principles and techniques of automated information systems analysis, design, modification, and implementation.
• Principles, research methods and reporting techniques used in administrative studies.
• Operational/programmatic structures, applicable legislation, rules, regulations, standards, policies, procedures, resources and priorities.
Skilled in:
• Strong Microsoft Excel or Google Sheets, customer email, and report writing skills.
• Communicating clearly, effectively and persuasively both orally and in writing.
• Establishing and maintaining effective working relationships with coworkers, tax professionals and the general public.
• Analysis, research, reasoning and problem solving.
• Exceptional negotiating, conflict resolution and time management.
Ability to:
• Recognize issues, analyze problems, and apply problem solving techniques and methods to resolve complex operational problems.
• Conduct research and to perform quality control reviews.
• Provide effective guidance and expertise in the development and implementation of programs and projects.
• Develop procedures, review and evaluate program activities analytically, and to develop and design effective plans and methods for program improvement.
• Handle multiple projects effectively.
• Guide a team to achieve common goals and objectives.
• Communicate with a wide range of people orally and in writing in informal and formal settings.

Selective Preference(s):

The ideal candidate for this position will have:
• Experience in computer information systems, databases and Microsoft Excel or Google Sheets expertise.
• A degree in computer information systems is preferred.
• Experience with LEAN management or Six Sigma process improvement methodologies is a plus.
