The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to lead DDD through a period of meaningful transformation and join our team as a Management Information Systems Administrator“Title”. DDD’s technology environment is evolving rapidly and needs a strategic thinker with the ability to lead several teams. This role is ideal for someone who understands complex systems, but can drive projects, implement modern solutions, and partner across teams in DES to meet the mission of DDD.
DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Essential Duties and Responsibilities include but are not limited to:
Plan, assign, review, and approve system modifications for new or existing statewide Title XIX automation system enhancements to meet the business needs of the Division. Track, coordinate and prioritize projects and tasks. Plan tasks and allocate necessary resources to allow timely implementation of automation services. Develop tracking procedures to allow conflict resolution to avoid untimely delivery of projects.
Assign, review, and approve report development and documentation of automation system issues. Evaluate deliverables for quality and reasonableness. Manage and support all automation development activities.
With minimal supervision, manage and/or direct full system life-cycle tasks including complex or novel situation analysis, design, testing, coding, documentation and implementation for both new system development or modification of existing systems on multiple platforms. Responsible for assigning staff, planning, organization, coordination, tracking and implementation of all DDD system development activities.
Provide expertise, supervise, and coordinate broad scope operational or program specific analysis of organizational structures, programs, policies, procedures, systems, practices and operations for the purpose of improving effectiveness and efficiency of DDD operations. Coordinates and ensures the timely completion of AHCCCS deliverables. Advises DDD management on all information technology matters..
Plan, hire, direct and supervise information system staff including system, business and programmer analysts, consultants, and other people as required. Lead or attend unit, intra-agency, inter-agency or statewide decision-making as well as informational meetings. Confer with agency staff and outside entities. Contact and consult with appropriate resources to solve or redirect complex inquiries or issues as relates to DDD MIS services.
Completes activities associated w/contract deliverables including but not limited to monitoring AdSS during ORs and Oversight Meetings; reviews and evaluates documents, reports, and deliverables submitted by AdSS; aggregates AdSS info into Div deliverables w/AHCCCS; ensures timelines are met; reviews and is very knowledgeable of AHCCCS contract with Division especially related to areas of your expertise and authority.
Knowledge in:
Considerable knowledge of the principles and practices of application development, systems analysis and testing, quality assurance testing.
Principles and practice of AGILE project management methodology.
Considerable knowledge of digital computer equipment including mass storage services, communications protocol and system and on-line computer capabilities.
Proficient in Microsoft Project or comparable project management software.
Skills In:
Excellent inter-personal communication skills, particularly in the presentation of complex, technical ideas to a non-technical audience.
Oral and written communication.
Problem identification and problem solving.
Leadership and organization.
Considerable skill in the application of technology to solve business problems.

Meet deadlines, prioritize tasks, and work in a fast-paced environment on multiple projects simultaneously with great efficiency and attention to detail.
The ideal candidate for this position will have:
Bachelor's degree in Information Systems or related field plus 8 or more years experience designing and implementing large, complex information system projects plus 3 or more yrs of management exp involving leading a team of project managers and staff in above projects.
Project management experience preferred.
In accordance with the Arizona Health Care Cost Containment System contract as defined in 42 CFR 455,104, SMDL #09-001) a search for the incumbent will be conducted monthly using the List of Excluded Individuals and Entities (LEIE) and the System for Award Management (SAM).

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
