The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Medical Records Review Consultant. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Performs clinical review, primarily of assessments designed for evaluating members or potential members regarding daily activities, mobility, social and cognitive abilities and responsibilities.
• Participates in hearings for members who are applying for eligibility, being assessed for Home and Community Based Services (HCBS) through the HCBS Needs Tool (HNT) or being redetermined for eligibility at the Division of Developmental Disabilities (DDD/ Division).
• Conducts comprehensive record review (PEDI-CAT, medical, psychological, educational and other relevant documents) for the purpose of DDD eligibility, redetermination and HCBS and advises Support Coordinators (SC) and planning teams regarding potential services.
• Prepares for Administrative Review (AR) Hearings, appears in Court, testify as an expert witness and acts as a DDD liaison with Psychologists and other Behavioral Health providers in the community and participates in Extraordinary Care Reviews (ECR).
• Acts as a Subject Matter Expert (SME) in eligibility and HCBS for DDD, DDD diagnosis and diagnostic criteria and Long Term Services and Supports (LTSS) in accordance with the American Psychiatric Association (APA), AZ Administrative Code and Statute, Arizona Health Care Cost Containment System (AHCCCS) policy and DDD policy and procedure.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:

• Current evidence based practice, principles, techniques, and trends in psychology or social work with additional expertise in the area of developmental disabilities
• Methods of psychological assessment and testing modalities, their indications and interpretation
• Functional analysis of behavior and appropriate evidence based behavioral interventions
• Current APA Diagnostic and Statistical Manual of Mental Disorders (DSM) criteria
• Components of a Comprehensive Psychological Examination and the Psychological Reports

Skills in:

• Reviewing psychological evaluations for content, validity, and relevance
• Generate conclusions and decisions from comprehensive report review in a timely manner
• Comprehensive psychological evaluation to include testing and to report these results in an appropriate manner
• Providing critical and accurate review of comprehensive psychological evaluations, testing modalities, and other relevant reports and preparing timely administrative reports

Ability to:

• Review and interpret psychological assessment and testing modalities
• Serve as a Subject Matter Expert (SME) within the organization and with contracted agencies and/or providers
• Provide effective training to enhance staff knowledge and skill level

Selective Preference(s):

The ideal candidate for this position will have:

• Licensed psychologist in good standing with the Arizona Board of Psychologist Examiners
• The candidate must possess two (2) years post doctoral clinical experience
• Membership in Applied Behavioral Analysis (ASA) is desirable
• Experience working with the Developmental Disability/Intellectual Disability (DD/ID) population preferred OR a master's degree in psychology or social work (LMSW or LCSW) and formal training in the ethical administration, scoring, and interpretation of clinical assessments
• Two (2) years post master's clinical experience

Pre-Employment Requirements:

• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1968 in order to work with children and vulnerable adults.
• Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.
•  All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
