Job Summary:

Under the direction of the Arizona State Land Department's (ASLD) Minerals Section Manager, this position functions as a support role to the section's Geologists. This includes reviewing, evaluating, and processing new and renewal mineral exploration permits, Special Land Use Permits, oil and gas lease applications, assignment applications, extension applications, and new removals of natural product applications.

Job Duties:

• Review for accuracy, and adjust to compliance, the monthly billing for all subsurface permits and leases. The billings are then evaluated and approved by the Section Manager before being redirected to ASLD Accounting for billing.
• Organize and implement digitizing of Minerals Section files. Coordinate and attend meetings with lessees/applicants, State Land Department staff and other agencies and organizations, as appropriate. Respond to all phone, e-mail, and written inquiries regarding policies and procedures for minerals applications.
• Review/process Mineral Exploration Permits and Exploration applications, new/extended Oil & Gas lease applications (review application confirming acreage correct, legal descriptions ensuring, commodity is identified, create maps accordingly, extend Mineral Material Lease applications-conduct site visit with Geologists to ensure compliance with mineral development report, assignment applications and new removal of natural product applications-transferring leases from one permittee to another.
• Review and processes Mineral Lease, Oil and Gas lease and Mineral Materials Lease production reports in accordance with their lease agreement. Submit data report to agency Accounting for processing of the billing invoice, file report and related invoices with the Minerals Lease Administrator.
• Perform yearly calculations for rental and royalties using Consumer Price Index (CPI) and Producer Price Index (PPI), respectively.
• Assist and conduct Mineral Section auctions (up to 4 times per year). Travel to county seats within Arizona, preparing auction notice, auction order, coordinating news outlet notifications, running the auction - describing the land to be auction, directing and noting bids, processing post-auction payment transaction.
• Manage new and renewal Special Land Use Permit applications (may require accompanying Geologists on site visits to locations across the state) prepare maps, coordinate with BLM on proposed lease activity i.e. split estate state mining, preparing associated docs (appraisals, archeology, native plant surveys, etc.).
• Identify areas for process and quality improvement; modifying and creating standard work as necessary and adhering to established standard work and procedures. Actively participate in 1:1 coaching sessions and group huddles.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
-Organization's methodologies and tools.

-Use and interpretation of topographic, land status and hydrological maps.
-Geographic Information Systems (GIS).
-State and federal natural resources laws and policies.

-Property ownership documents (deeds, tax records, etc.).
-Common mineral management practices and improvements.

Skilled In:
-Organization of computer files and written documents.
-Excellent interpersonal, written and oral communication.
-Using GIS programs to evaluate land information and maps.
-Developing and maintaining spreadsheets and/or databases to keep track of data.
-Strong customer service.
-Project management proficiency.
-Microsoft Office and Google Suite software.

Selective Preference(s):

• A minimum of at least 1 year experience in billing/invoicing using computer software.
• Experience with natural resources and working in a state/government office environment.

Pre-Employment Requirements:

• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete required driver training. Upon successful completion of the required training and probationary period, this position may offer the ability to work a hybrid remote work schedule, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona. Remote work is a management option and not an employee entitlement or right.
