Job Summary:

This position, which reports to the Newborn Screening Program Assistant Bureau Chief, is responsible for management oversight of all activities associated with the laboratory and demographic departments within the Newborn Screening Program. The Newborn Screening Office Chief is responsible for assuring that all procedures and protocols are conducted according to the Arizona State Public Health Laboratory policies and according to the Clinical Laboratory Improvement Amendments (CLIA) guidelines. This position fulfills the role as Technical Supervisor for the sub-specialties of Chemistry, Hematology, and Endocrinology under CLIA regulations. This position is in charge of workload review, policy establishment, technical guidance, lab safety, and all aspects of quality assurance including procedural manual reviews, staff training, internal and external proficiency reviews, and equipment preventive maintenance. Responsibilities also encompass management of program budgets to include budget preparation and approval of supplies and equipment purchases. This position will participate in writing of grant proposals and is accountable for grant deliverables as it relates to laboratory testing.

Job Duties:

Organize, plan, and directs all activities of the NBS Program laboratory and demographics departments.
Functions as a technical supervisor for the laboratory testing under the sub-specialties of Chemistry, Hematology, and Endocrinology testing under CLIA. Monitors all aspects of quality assurance including procedural manual review, training of staff, internal and external proficiency review, and equipment preventive maintenance.
Plans and integrates laboratory/demographics activities with other ADHS programs and those in other state or federal agencies. Consults with department, state and federal agencies, legislative, and health providers and the public about the NBS Program.
Plans, researches and evaluates new or alternative procedures and test systems including long-range assessment of methods. Ensures compliance with CLIA regulations. Also review scientific and management journals to stay current in all areas of Newborn Screening.
Work closely with management for the development and review of policies, rules, statute, and fiscal management as it relates to the laboratory and demographics departments of the NBS Program.
Serve as a back-up for the NBS Program Data Management Team to pull and review the accuracy of the monthly NBS billing file.

Selective Preference(s):

Bachelor's Degree in chemical, biological, clinical or medical laboratory science with at least 4 years of professional laboratory experience. Master's Degree may substitute for 2 years of related experience.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution.
