Under the general direction of the Bureau Chief, administers and supervises the Office of Infectious Disease Services (OIDS), including the Infectious Disease and Border Surveillance, Mycotic, Enteric, HAI, Vector-borne, Border Surveillance, Vaccine-Preventable Disease. Directs program planning and evaluation; ensures compliance with federal funding requirements; supervises program managers; develops policies and procedures; manages contracts and grants; oversees budget development and administration; presents to local planning groups, local health departments, and community-based organizations; develops related rules, regulations, and legislation; represents the Department on local planning groups. The employee will interact with local health officers, legislators, and other community stakeholders. Is authorized to initiate Office purchase requisitions and other expenditures from the Office of Infectious Disease Services in accordance with current Bureau and Office procedures; initiate personnel action e.g., recommend a selection of candidates for hiring and disciplinary action regarding existing staff; contact federal and state public health officials, and guide and coordinate integration efforts.
- Manage programs, personnel, and budget of the OIDS to assure the prevention and/or reduction of infectious diseases and environmentally mediated adverse health effects.
- Interface with other State agencies, citizen groups, and the stakeholder community on OIDS issues and coordinate Office related activities with the CDC, HRSA, FEMA, and other federal and local partners.
- Respond to various requests from supervisor, Health Emergency Operations Center, the Department, the legislature, the media, and the public regarding Office related issues; Plan, evaluate, and disseminate information on program activities and services.
- Write, comment, and/or provide technical assistance in the implementation of related legislation, rules and policies.
- Oversees and contributes to the development of grant applications, progress reports, and other related funding requirements, including oversight of compliance with funding requirements.
- Principles and practices of public health, epidemiology, disease data management, and control and prevention of infectious diseases.
- Principles and practices of program management, planning, and evaluation.
- Specific knowledge of communicable disease-related statutes, rules, and policies, and the role and functions of county and tribal health departments.
- Statistical and database software for personal computers.
- Understanding of the principles and practices of program administration and management including grant, contract, and budget management and supervision.
- Comprehensive knowledge of strategic planning, program evaluation, health promotion and disease prevention, epidemiology, and health care and service delivery.
- Disease reporting and confidentiality, office and department policies and procedures regarding accounting, procurement, and personnel.
- Working knowledge of data management, survey and research methods, and scientific writing techniques.
- Performance management (PM) model and continuous quality improvement (CQI) methods in a public health setting.
- Applying management and administration techniques.

Bachelor's degree in Public Health or Administration or in a related field with 5 years of progressive operational management experience in public health or system evaluation. A Master's degree may substitute for 2 years of professional experience.
Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.
