What You'll Do:

As the Operations Manager, you will play a key role in assisting the BNPA Finance Manager by overseeing all procurement, financial, and BNPA operations-related activities, including inventory and warehouse operations, to meet the objectives and tasks of the Bureau.

You will also develop and maintain all personnel policies and procedures needed to meet state and federal requirements for operations in multiple state plans and bureaus. Ensure confidentiality of information and train all employees to assure compliance with both state and federal rules and regulations.

Job Duties:

- Oversees and manages all procurement related activities to include approving all purchase requisitions, issuing purchase orders, change orders, receipting invoices for payment by Accounts Payable, and close out purchase orders as required by the terms of the purchase order or as requested by the program. Creating a monitoring process to ensure timely, accurate, and appropriate actions are taken according to business needs.
- Assists program and support staff in solving logistical, financial, contractual, and purchasing issues by troubleshooting and researching the appropriate systems. Serve as key office contact with Accounting, Procurement, and ITS department to resolve business and finance issues, determine appropriate resolutions, and write reports, letters, and memos as required.
- Supervises operational support staff including front desk staff and warehouse staff. Develops front desk coverage schedule, and acts as a liaison for all operational support requests for the bureau to include warehouse processes. Oversees and manages the inventory process from procurement to surplus for the bureau.
- Creates standard policies and procedures to provide direction and training to program staff in all business-related processes. (i.e. HR, inventory, warehouse, and procurement functions). Builds quality improvement initiatives and metrics for BNPA business processes to ensure efficiency.
- Assist with the management of all personnel actions, by tracking and producing organizational charts. Ensures bureau employee time entry forms are entered and approved in a timely manner biweekly.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- Concepts of program planning and design.
- The laws, regulations and trends in the area of personnel management.
- The Arizona Managing Accountability Performance (MAP) system.
- The State Accounting System (AFIS) and budgeting.
- The State of Arizona statutes as they relate to the management and control of state assets.
- Financial Management and Budgeting.
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Skill in:
- Using AFIS to record financial transactions involving assets & troubleshooting issues.
- Providing effective guidance in the areas of personnel management and performance evaluation.
- Effectively working with and maintaining confidential information.
- Conceptualizing, planning and evaluating fiscal operations.
- Extracting, compiling, evaluating, analyzing and presenting fiscal information and personnel data.
- Negotiating, facilitating, and resolving complex issues involving multiple interests.
Ability to:
- Problem Solve & troubleshoot independently in systems.
- Develop streamlined Approaches to improve processes and reduce waste.
- Learn ADHS and ADOA Policies and Procedures for maintaining records of state assets.
- Learn State personnel rules and statute.
- Learn the program funding structure, statutes and mandates regarding program functions, fund source requirements, statutory limitations, program spending plans, and policies and operations of the service unit.

Selective Preference(s):

Bachelor’s degree in Business/Administration, Operations Management, or related field with 4 years of experience in public health program management, business, logistics, management, operations, and leadership. A Master's degree may substitute for 2 years of professional experience.

Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will make a contribution to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of the total cost of the benefit. New State employees have a 27 week wait period for contributions to begin.
