        Job Summary:

        The Arizona Department of Administration (ADOA) is seeking a detail-oriented and strategic leader to join the Benefits Services Division (BSD) as an Operations Manager. In this vital role, you will lead the Benefits Operations Team, ensuring the integrity and accuracy of benefits processing for the entire State of Arizona—including universities, the Arizona Commerce Authority, and the Power Authority.

        As the Operations Manager, you will serve as a technical and operational anchor for the AZ360 system. You will manage a team of business analysts by coaching them through challenges and opportunities they face, developing a deep understanding of their work and fostering their professional development. You will be responsible for planning the work of your team and understanding the priorities of the Benefits Services Division.

        You will also be the representative for the Benefits Services Division in complex technical interactions with our partners within the Department of Administration, the State retirement systems and with our vendors; this will require a comprehensive understanding of the AZ360 system and the rules, regulations and laws that govern the health care of our members around the Statey.

        Beyond technical oversight, you will play a key role in statewide education. Collaborating with agency staff, you will help develop training materials and communications that empower employees, retirees, and HR professionals to navigate the state's benefits systems effectively.         Job Duties:
        • System Stewardship: Serve as the primary Business Owner for the Benefits Services Division within the AZ360 system, leveraging deep functional expertise to diagnose and resolve complex operational challenges and system roadblocks.
        • Team Leadership: Supervise and mentor the Benefits Operations Team, fostering a culture of accuracy while supporting individual professional development and the achievement of departmental goals.
        • Strategic Communication: Design, deliver, and present comprehensive training programs and communication materials to ensure statewide stakeholders are proficient in benefits systems and processes.
        • Data Integrity & Reporting: Oversee the creation, maintenance, and distribution of critical AZ360 reports for ADOA leadership, state agencies, and third-party benefit providers to ensure data-driven decision-making.
        • Compliance Management: Lead the auditing and monitoring of Affordable Care Act (ACA) data, including Initial/Standard Measurement Periods and 1095-C Statements; serve as the primary liaison for contracted ACA service providers to ensure regulatory compliance.
        • Collaborative Representation: Represent the Benefits Services Division on various ADOA committees and interagency task forces, contributing operational insights to statewide initiatives and special projects.
        Knowledge, Skills & Abilities (KSAs):

        Knowledge of:

        • AZ360 system.
        • File transfer methodologies.
        • Accounting processes and procedures.
        • Database development and management techniques.
        • Federal and state health insurance regulations.
        • Benefits business processes relevant to health, dental, life insurance, and other fringe benefits (e.g., HSA/FSA accounts).

        Skills in:

        • Management of subordinate individuals.
        • Collaborating with partners in different functional areas within and outside of the division.
        • Oral and written communications.
        • Project management.
        • Continuous improvement techniques (e.g., Lean, Six Sigma, or Kaizen).

        Ability to:

        • Manage multiple projects and individuals simultaneously.
        • Work with diverse individuals and organizations.
        • Work under tight deadlines.
        • Manage conflicts between stakeholders.
        • Communicate technical problems to non-technical staff and employees experiencing challenges with the AZ360 systems.
        Selective Preference(s):
        • ERP System Expertise: Proven experience acting as a functional lead or "super-user" within a large-scale Enterprise Resource Planning (ERP) system (e.g., CGI Advantage/AZ360, PeopleSoft, or SAP).
        • Benefits Compliance Knowledge: Deep familiarity with federal and state regulations governing public sector benefits, specifically the Affordable Care Act (ACA), COBRA, and HIPAA.
        • Advanced Data Analysis: Proficiency in leveraging data visualization or reporting tools to audit large datasets, ensure system integrity, and provide actionable insights to executive leadership.
        • Public Sector Experience: Prior experience working within a State agency, university system, or large municipality, with an understanding of the unique complexities of government HR and benefits administration.
        • Strategic Communication: Demonstrated ability to translate complex technical system requirements into plain-language training materials for diverse audiences (from retirees to HR directors).
        • Project Management Certification: A PMP or similar certification, or a track record of leading cross-functional teams through system upgrades or open enrollment cycles.
