Under the supervisory control of the Ordnance Operations Manager, EMC serves as the single point of contact for all Directorate of Operations equipment maintenance activities. EMC Coordinates with the department personnel, contractors, support services, etc., as needed to ensure all vehicles, tools, and equipment are properly maintained. Schedules for, and maintains a listing of, scheduled cyclic and recurring vehicle, tool, and equipment maintenance requirements. Consolidates multiple reports from both external and internal departments, contractors, and support services, etc., to deliver a single audit status summarizing reports on the overall condition of vehicles, tools, and equipment. Updates the Ordnance Operations Manager on status of vehicle, tools, and equipment maintenance at least weekly, or as directed by the Ordnance Operations Manager. Participates in the inspection, minor maintenance, services and repairs of vehicles, tools, and equipment as appropriate. Coordinates both internal and external escorting of department personnel, contractors, support services, etc., technicians for the access of maintenance or equipment storage facilities. Monitors warranty programs to ensure compliance with manufactures guidelines. Ensures equipment is serviced and repaired by qualified personnel pursuant to current SOP's and contracts. Equipment Maintenance Coordinator (EMC); as a fully qualified and certified crew member in Conventional (Conv.) Operations; capable of performing all tasks related to the safe and efficient shipping, receiving, storage, inventory, housekeeping, and other related duties for Arms, Ammunition and Explosive (AA&E) commodities. AA&E normally consists of (but is not limited to) Small Arms Ammunition, Pyrotechnics, Small Rockets, Assorted Hazardous Material items (referred to as Conv.Ops). EMC also performs similar duties with Non-Hazardous Materials such as asset support stocks, equipment, and other customer related commodities. EMC is responsible for meeting and maintaining all Job Summary items listed, as well as those responsibilities inferred or implied by the position of an EMC. EMC must follow orders, explicit and implicit, as commensurate within their current Training, Qualification and Certification Level, as directed by Managers, Supervisors, and/or Trainers, in order to accomplish departmental tasks, goals, and objectives. EMC is responsible for helping to maintain a work environment that is safe, professional. EMC is responsible for adhering to, and enforcing, all safety rules and regulations. EMC will perform support equipment maintenance as required to meet customer mission. EMC will coordinate with Navy and Air force Crew Chief on equipment repair and services. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.
Performs work within the Ammunition Storage Area (ASA) which will place the individual within the Explosive Safety Quantity Distances (ESQD) Arc of a Potential Explosion Site (PES).
Responsibilities include:
• Serve as the Equipment Maintenance Coordinator (EMC) for the Ordnance Operations Department. Serves as the liaison and Equipment maintenance contracts and compliance monitor for the Ordnance Operations Department and The Resource Manager. Crane Monthly, Quarterly and Annual coordination with contractor and Crew Chief's.
• Perform operational tasks, in compliance with Standing Operating Procedures or other similar task guidance procedures, for the safe and efficient execution of either shipping, receiving, or warehousing operations relating to all customer commodities (AA&E and Non-AA&E). Ensure all tasks are conducted in accordance with DOD, Federal, State and/or Local regulatory guidance. Report any and all non-compliance issues relating to safety through proper supervisory channels.
• Perform Prior to Use (PTU) and Preventive Maintenance Checks and Services (PMCS) on assigned MHE, WHE, CMV's, and other AA&E assorted tools and equipment in accordance with regulatory guidelines. Ensure all equipment is serviceable and safe to use in all operations. Complete PTU/PMCS documentation and file in accordance with departmental equipment maintenance procedures. Operate assigned MHE, WHE, CMV's and other associated tools and equipment in a safe and efficient manner, following all regulatory mandates. Perform Post Operation Inspections and file reports as applicable.
• Perform general housekeeping and user level maintenance of all associated departmental facilities and surrounding work areas, to ensure and provide for a safe and healthy work environment.
• Maintain AA&E and Non-AA&E certification eligibility through the performance and attendance of required sustainment training in accordance with the Training, Qualification, and Certification Program. Read and review all regulatory documentation relating to assigned AA&E and Non-AA&E operational tasks, ensuring all updates and revisions are understood.
• Other duties as assigned as related to the position
Knowledge of:
• EMC must have knowledge in the application and usage of Federal, State and Local laws, rules, regulations, policies, and procedures governing the handling of all AA&E, as well as how to find answers to safely handle AA&E, if not already well established.
• EMC must have knowledge in the safe use of assigned powered equipment and basic hand tools.
• EMC must have knowledge of Camp Navajo Standard Operating Procedures (SOP) involving the understanding, operation, maintenance and user, and manufacturer level, repairs of MHE, WHE, CMV's and other associated tools and equipment.
• EMC must have knowledge in the basic principles and procedures for the safe storage and handling of AA&E.
• EMC must have adequate knowledge in studying training materials or regulatory guidance. Being capable of retaining information, displaying retention through various forms of demonstration (i.e., written examinations, verbal feedback, physical demonstrations of required tasks, etc.).
• These KSA’s can be acquired through participation and attendance in Camp Navajo sponsored training and certification; successful completion of computer-based training modules; participation and successful progress in the Camp Navajo training and qualification program requirements. Read and fully comprehend Camp Navajo’s standard operating procedures; successful completion of on-the-job training with supervisory or fully trained/qualified senior munitions personnel.
• Equipment Maintenance Coordinator knowledge can be obtained from having a strong mechanical/engineering background.

• EMC must have skills to communicate effectively through written, visual, and verbal communications (where written or spoken, must be in the English language).

• EMC's regularly employ good reading comprehension skills, as well as the adequate application of; Vehicle/Tool/Equipment Operators Manuals, Technical Manuals (TM’s), Inspection Guides, Standard Operating Procedures (SOP’s), Federal, DOD and State regulations, as well as other such regulatory documents or compliance manuals.
Ability to:
• EMC must have the ability to show a high degree of attention to operational details and maintaining 100% situational awareness.
• EMC must have the ability to apply procedures set forth in Vehicle/Tool/Equipment Operators Manuals, Technical Manuals (TM’s), Inspection Guides, Standard Operating Procedures (SOP’s), Federal, DOD and State regulations.
• EMC must have the ability to obtain, and maintain, a secret level security clearance.
• EMC must have the ability to obtain a State of Arizona Commercial Driver’s License (Class A with HAZMAT endorsement).
• EMC must have the ability to create effective interpersonal relationships with customers, staff, visitors, as well as fellow employees of Camp Navajo.
• EMC should have the ability to find solutions to problems using their creativity, reasoning, and past experiences along with the available information and resources.
• EMC must be able to obtain and sustain eligibility for crew member certification, in all associated and implied tasks listed above and in the Job Summary, in accordance with applicable Explosive Safety Regulations and/or local procedures. Eligibility to become certified consists of satisfactorily completing all general orientation and explosives awareness training, material handling equipment (forklifts) and weight handling equipment (cranes) training, combination vehicles commercial drivers licensing and hazardous materials endorsement training. Certification eligibility also includes satisfactory completion of On-The-Job (OJT) training for Conventional Operations.
• EMC must have the ability to obtain a general background and good understanding of Vehicle/Tool/Equipment cycles and requirements.
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will have 3 plus years ordnance experience, and/or Forklift or Crane Operator certified, and/or Possession of CDL Class A w/HAZMAT Endorsement, and/or Possession of Secret Security Clearance. 2 years of automotive and heavy equipment repair.
Special Job Requirements:
• A valid State of Arizona driver's license.
• In and out of State travel required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and/or permit requirements (as applied by the positions training, qualification, and certification requirements, which are established by the department’s OOCB processes):
* OSHA Topics, General Awareness, and Initial departmental training modules
