Responsible for all Conventional Ammunition (Conv. Ops) and Large Rocket Motor (LRM Ops) operations crews performing tasks related to the safe and efficient shipping, receiving, storage, inventory, housekeeping, and related duties for Arms, Ammunition and Explosive (AA&E) commodities. AA&E normally consists of, but not limited to, Small Arms Ammunition, Pyrotechnics, Small Rockets, Assorted Hazardous Material items (referred to as Conv. Ops), Large Scale AA&E commodities such as Minuteman, Trident, Castor, etc. Rocket Motors (referred to as LRM Ops), ensuring all Ordnance Crew supervisors and members meet the minimum standards for qualification and certification, as outlined in local and federal regulations.
Responsible for overseeing the Fleet Equipment Maintenance Service processes ensuring all repairs and procurement processes are compliant with ADOT and DEMA policies.
Provides supervisory responsibilities for the following positions: Ordnance Crew Chiefs; Conventional, Navy, Air Force; and Fleet Services Supervisor.
This position may serve as a single point of contact for coordination between OOD staff and OOD customers representatives, ensuring operations, facilities maintenance, and government provided equipment is maintained IAW contractual obligations.
Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.
Responsibilities include:
• Problem analysis and correction of conflicting work / shipping schedules. Coordinate Ordnance Crews for the performance of operational tasks, in compliance with Standing Operating Procedures or other similar task guidance procedures, for the safe and efficient execution of either shipping, receiving, or warehousing operations relating to all customer commodities (AA&E and Non-AA&E). Ensure all tasks are conducted in accordance with DOD, Federal, State and/or Local regulatory guidance. Report any and all non-compliance issues relating to safety through proper supervisory/management channels.
• Ensure all assigned facilities and equipment are safe and serviceable for personnel to use in the conduct of all operations. Direct Ordnance Crew Chiefs and Fleet Services Supervisor in the performance of their assigned duties to meet mission requirements. Serves as the liaison and equipment maintenance contract compliance officer for the Ordnance Operations Department and Resource Manager.
• Review Post Operation evaluations and file reports as applicable. Supervise the workforce in the field. Maintain status of workload through on-the-ground visits. Manage the internal operating budget for the Department. Preparing correspondence as required to answer customer or regulator inquires/questions.
• Document and perform personnel performance reports and counseling. Document and submit written and verbal reports (billing, labor, asset inventory, equipment status, work plans, OJT plans, etc.)
• Ensure supervisors direct assigned personnel in the performance of general housekeeping and user level maintenance of all associated departmental facilities and surrounding work areas, to ensure and provide for a safe and healthy work environment.
• When/as necessary, perform the roles and responsibilities of the Ordnance Operations Director.
Knowledge of:
• The application and usage of Federal, State and Local laws, rules, regulations, policies and procedures governing the handling of all AA&E, as well as how to find answers to safely handle AA&E, if not already well established.
• The safe use of assigned powered equipment and basic hand tools.
• The basic principles of leadership and supervision, including performance and disciplinary counseling.
• The basic principles of writing reports, memorandums, operational procedures, etc.
• Budgetary matters and allocating resources responsibly.
• Administrative and management theory and practices.
• Advising directors and/or staff on the technical aspects of ammunition, missile, and other explosive items in shipment, receipt, storage, and/or maintenance.
• The English language.
• All Ordnance Operations Department SOP's/AP's.
• The risks associated with working with and in proximity to explosive and otherwise hazardous materials
• The principles of equipment maintenance and replacement programs

The position should be fulfilled by an employee that has a quantifiable level of expertise in explosive safety, technical documentation review and development, international treaty implementation skills, and multilevel program management skills. Any combination of experience, education, and training that meets the knowledge, skills, and abilities as described from preferred.
Special Job Requirements:
• This position requires possession of and ability to retain a current, valid Arizona state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In and out of State travel may be required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and/or permit requirements (as applied by the positions training, qualification, and certification requirements, which are established by the department’s OOCB processes):
• OSHA Topics, General Awareness, and Initial departmental training modules
• Department of Defense Explosives Awareness and Hazardous Materials training courses or equivalents, as applied within DOD explosive safety standards.
• Mission peculiar Vehicles, Equipment, and specialized tools, as assigned by the department and associated regulations.
• Certification in Ordnance Manager duties as prescribed by the departments OOCB processes for the position.
