The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Ordnance Shipping Specialist (OSS) performs as a fully qualified and certified technician in managing all facets of transportation related to the planning, operation, coordination and evaluation of all methods of transportation (shipping, receiving, warehousing, etc.) including multi-modal systems. Related tasks include the safe and efficient shipping, receiving, storage, inventory, housekeeping, and transportation and inventory duties for Arms, Ammunition and Explosive (AA&E) commodities. AA&E normally consists of (but is not limited too) Small Arms Ammunition, Pyrotechnics, Small Rockets, Assorted Hazardous Material items (referred to as Conv.Ops), Large Scale AA&E commodities such as; Minuteman, Trident, Castor, etc. Rocket Motors (referred to as LRM Ops). The OSS also performs similar duties with Non-Hazardous Materials such as asset support stocks, equipment, and other customer related commodities. This position performs accurate, safe and efficient transportation duties in Conventional (Conv.) and/or Large Rocket Motor (LRM) Operations and performs work within the Ammunition Storage Area (ASA) which will place the individual within the Explosives Safety Quantity Distances (ESQD) Arc of a Potential Explosion Site (PES).

Job Duties:

• Perform OSS duties, in compliance with Federal, State, DOD, US Army, US Air Force, US Navy, Standard Operating Procedures, or other similar task guidance procedures (as applicable), for the safe and efficient execution of either shipping, receiving, or warehousing operations relating to all customer commodities (AA&E and Non-AA&E). Report any and all non-compliance issues relating to safety through proper supervisory channels. Certifies all shipments and receipts in accordance with applicable regulatory requirements. Responsible for adhering to, and enforcing, all safety rules and regulations in compliance with DOD, 49 CFR, and the Federal Motor Carrier Safety Regulations. Perform all tasks with the utmost care and consideration for the risks associated.
• Perform Inventory and Inspection tasks for AA&E and Non-AA&E commodities, compiling reports, databases, files and records, in accordance with customer guidelines and other regulatory mandates. Provide 100% accountability of all assets within the scope of assigned transportation specialist accounts. Report any and all non-compliance issues within approved time frames and to proper authorities.
• Support specialized handling of AA&E such as disassembly of arm/disarm and safe devices, nozzle removal, exudate cleanup, component installations/removals as specified by customer technical documents.
• Perform Prior to Use (PTU) and Preventive Maintenance Checks and Services (PMCS) on assigned vehicles and equipment in accordance with departmental guidelines. Ensure all equipment is serviceable and safe to use in all operations. Complete PTU/PMCS documentation and file in accordance with departmental equipment maintenance procedures. Operate assigned vehicles and equipment in a safe and efficient manner, following all regulatory mandates. Perform Post Operation Inspections and file reports as applicable.
• Maintain AA&E and Non-AA&E certification eligibility through the performance and attendance of required sustainment training in accordance with the Training, Qualification, and Certification Program. Read and review all regulatory documentation relating to assigned AA&E and Non-AA&E operational tasks, ensuring all updates and revisions are understood. Follow orders, explicit and implicit, as commensurate within their current Training, Qualification and Certification Level, as directed by Managers, Supervisors and/or Trainers, in order to accomplish departmental tasks, goals, and objectives.
• Perform general housekeeping and user level maintenance of all associated departmental facilities and surrounding work areas, to ensure and provide for a safe and healthy work environment.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• The application and usage of Federal, State and Local laws, rules, regulations, policies and procedures governing the handling, transport and storage of all AA&E, as well as how to find answers to safely transport/store AA&E, if not already well established.
• The safe use of assigned vehicles and equipment.
• OOD’s Standard Operating Procedures (SOP) involving AA&E and Non-AA&E operations.
• The basic principles and procedures functional planning, coordination, procurement and control of the movement of materiel, personnel, or personal property on commercial and military trans-port
• OSS must have adequate knowledge in studying training materials or regulatory guidance.
• Being capable of retaining information, displaying retention through various forms of demonstration (ie. written examinations, verbal feed back, physical demonstrations of required tasks, etc.).
• OSS must have knowledge of Microsoft Office systems, including MS Word, MS Excel, MS Access and Internet browser applications.
• The risks associated with working with and in close proximity to high explosives and the safety measures required to perform such activities.

• To communicate effectively through written, visual and verbal communications (where written or spoken, must be in the English language).

• In compiling reports, records, files, and other communicative data relating to accountability and inventory of assets.

Ability to:
• To show a high degree of attention to operational details and maintaining 100% situational awareness.
• To apply procedures set forth in Technical Orders, Federal, State and Departmental Standard Operating Procedures.
• To obtain, and maintain, a secret level security clearance.
• To obtain, and maintain, a State of Arizona Driver’s License.
• To create effective interpersonal relationships with customers, staff, visitors, as well as fellow employees of Camp Navajo.
• To find solutions to problems using their creativity, reasoning, and past experiences along with the available information and resources.
• To obtain and sustain eligibility for transportation specialist certification, in all associated and implied tasks listed above and in the Job Summary, in accordance with applicable Explosive Safety Regulations and/or local procedures.
• To be able to obtain and sustain eligibility for operations certification, in all associated and implied tasks listed above and in the job summary.
• To demonstrate proficiency on all KSA's and job summary requirements on an ongoing cyclic basis (ie. Semi-annual, annual, biennial, periodic, etc.)
• To Adhere to and enforce all safety rules and regulations to ensure and provide for a safe and healthy work environment.
• To make objective decisions.

Pre-Employment Requirements:

• A valid State of Arizona driver's license. In and out of State travel required. Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC) within one year of hire.
• Participate in drug prevention and detection programs.
• Must be able to satisfactorily complete, and sustain, the following types of training, licensing, and/or permit requirements (as applied by the positions training, qualification, and certification requirements, which are established by the departments OOCB processes):
• OSHA Topics, General Awareness, and Initial departmental training modules
• Department of Defense Explosives Awareness and Hazardous Materials training courses or equivalents, as applied within DOD explosive safety standards.
• Mission peculiar Vehicles, Equipment, and specialized tools, as assigned by the department and associated regulations.
• Certification in Ordnance Shipping Specialist duties as prescribed by the departments OOCB processes for the position.
• Should the employee not be able to attain within the time limits listed, if due to no fault of their own, the time limits will be on a case-by-case basis.
