      Job Summary:

      This position will provide strategic direction with the goal of building the system change development and testing teams and creating processes responsible for delivering software solutions efficiently and with high quality. This expert test practitioner position will oversee individuals who advocate for doing the right thing for employees and end users. This position will implement best practices for system design requirements, methodologies to confirm requirements are accurately and completely documented to ensure software is secure, meets installation functional requirements and provide the desired user experience.

      Major duties and responsibilities include but are not limited to:
      • Manage the testing staff, ensuring adequate support for both internal & external customers to meet emergency and scheduled release deadlines. Develop staff knowledge and application of test process models; test planning; test analysis; test estimation; test design; test automation; test scheduling; test monitoring and control and test metrics. Communicate testing risks and mitigation plans timely to internal and external stakeholders
      • Manage the System Change Development staff ensuring timely completion of System Request (SR) development including Joint Application Design (JAD) sessions, documentation, and any needed clarifications.
      • Facilitate team development in identification of process improvements via root cause analysis. Champion Arizona Management System (AMS) principles including establishment of effective Wildly Important Goals (WIGs), lag, and lead measures.
      • Establish documented standard work processes for work teams; ensure the compliance of relevant standards and procedures, implementing needed changes as applicable.
      • Perform supervisory tasks including but not limited to one-on-one meetings, unit meetings, performance evaluations, quality reviews and handling employee relations issues.

      Knowledge, Skills & Abilities (KSAs):

      Knowledge of:
      • Best practices for system change request development and implementation.
      • Testing life cycle, test tools and test automation.
      • State and Federal rules and regulations regarding Medicaid and CHIP eligibility and enrollment.
      • HEAplus, APEP and PMMIS
      • AHCCCS eligibility, programmatic and operational policies and procedures.
      • Department of Administration personnel rules, policies and procedures.
      • Leadership styles and practices.
      • Arizona Management System (AMS, Lean Principles) and root cause analysis.

      Skilled in:
      • Needs-based analysis/data collection to drive process changes and system change request development.
      • All aspects of software testing including test process models, test planning, test analysis, test estimation, test design, test automation, test scheduling, test monitoring and control and test metrics.
      • Writing and/or editing test plans, test reports, and standards/policies/procedures with high attention to detail.
      • Assigning testing projects, monitoring progress, and providing feedback up and down the organization and with external stakeholders regarding the current state of all relevant software.
      • Teaching testing and system request development tools and best practices.
      • Supervising and leading teams.
      • Establishing and maintaining effective working relationships with professional subordinates while evaluating their work and recommending changes.
      • Managing/prioritizing multiple simultaneous projects.
      • Written and verbal communication with both technical and non-technical audiences.
      • Problem analysis and resolution, including root cause analysis, data collection/ interpretation, and presentation of findings and recommendations.
      • Application tools such as email, calendar, spreadsheets and documents.

      Ability to:
      • Lead, coach, direct and convey information to determine effective solutions to internal and external business associates.
      • Identify and analyze organizational and/or procedural problems and create effective solutions.
      • Work collaboratively to break down barriers and assist internal and external clients as needed as well as to schedule tasks and resources to ensure overall organizational schedules are met.
      • Develop SMART (specific, measurable, attainable, realistic and timely) business requirements.
      • Break down complex issues into manageable and easily understood system requirements.
      • Be solution-oriented.
      • Listen to understand, and interpret/ summarize for technical and non-technical audiences across various levels of AHCCCS.
      • Supervise and build a team.
      • Identify opportunities for improvement and growth, and thoughtfully implement change.
      • Understand software testing methodologies, applications, and quality standards.

      Selective Preference(s):

      Minimum: Two years of supervisory level experience and four years of technical experience in system requirements documentation and software testing. A degree or relevant certification(s) may substitute for technical experience.

      Preferred: Bachelor degree in computer science, or equivalent plus experience in system requirements documentation and software testing.

      Pre-Employment Requirements:

      • Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
