Job Summary:

The Payroll/Travel Specialist is responsible for functions related to payroll, travel, reimbursements, and spread pay.

Job Duties:

The essential duties include, but are not limited to the following:

  • Process and review time records, wage computation, and other information to detect and reconcile payroll discrepancies, including auditing and correcting leave plans/balances per the General Accounting Office time-lines.
  • Verify staff member information according to PPA, for pay, retro payments, function, position, FTE, leave accrual accuracy, and, status.
  • Ensures proper and accurate payment and reporting of staff member wages in compliance with all State and Federal requirements
  • Maintain, update, review HR data entry, tax exemptions, ASRS 20/20 status, transfers, resignations and terminations. Responsible for processing, auditing, and adjusting deferred pay (Spread pay).
  • Reviews staff, supervisor and proxy ETE entry for accuracy and provide support. Develops and maintains bi-weekly spreadsheets for various Payroll, Data Warehouse, Comp Time, and ASRS 20/20 reports.
  • Creates payroll reports, audits errors, and supports budget team.
  • Process Travel Claims, including auditing for compliance with State policy, and data entry in HRIS for employee reimbursement. Ensure the correct type and function accounts are applied to expenses. 
  • Process and approve Out-of-State Travel Packets, including auditing for compliance with State policy.
  • Initiate, validate and process new Ghost Cards and Employee Travel Cards, print statements, review payments and charges. Review and approve Ghost Card logs and forwards them to Accounts Payable for payment. Follow up on fraudulent charges, maintain credit limits, past due amounts and confirm payment. Reviews Employee Travel card purchases, verifies travel status, card payments, and reports abuse.
  • Responsible for providing effective customer service for all internal and external customers, as well as communicating effectively with team members within the Payroll, Business Services and Human Resources Departments. Serves as a resource for payroll questions and concerns to management and staff.
  • Responsible for effectively communicating payroll processes, changes, and interpreting payroll data.

  
 

Knowledge
  • Administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
  • Governmental accounting principles and practices, and the analysis and reporting of financial data
  • Effective verbal, listening, and written communication skills.
  • Payroll legal codes, state and federal regulations.
  • Financial accounting functions.
  • Principles and processes for providing customer and personal services.
Demonstrated Skills and Abilities
  • Identifying problems and reviewing related information to evaluate options, using logic and reasoning to identify alternative solutions, conclusions or approaches to problem.
  • Analyzing and anticipating needs. Research and reconcile documents for report preparation and maintain files and documents necessary for audit. Organize and prioritize work. Maintain confidentiality.
  • Apply policies and procedures.
  • Use of office equipment and computers including various office programs (i.e. Word, Excel, Google, etc.)
  • Communicate information and ideas effectively so that others will understand.
Training and Experience

 

  • Associates degree or vocational training in a related field.
  • Previous payroll work-related skill, knowledge, or experience.
  • Administrative and clerical procedures: word processing, filing and record keeping, designing forms, and experience in data entry and MS Office skills.
  • Governmental accounting principles and practices.
  • Payroll legal codes, state and federal regulations.
  • Customer and personal services.
