Job Summary:

The Arizona Department of Administration (ADOA) General Services Division (GSD) is currently looking for a skilled Pest Control Technician. This role focuses on inspecting buildings and grounds to detect and eradicate pests using various methods and equipment, while also keeping detailed records of actions taken. Additionally, the technician will establish preventive pest control programs and guide staff on the safe use of pest control products.

This position also includes supervising a crew of 5-8 inmates for landscaping and grounds maintenance at the Phoenix Capitol Complex, operating equipment, and managing a broad range of landscaping duties. Responsibilities extend to overseeing contractor activities, ensuring compliance with safety and regulatory standards, managing inventories, and maintaining equipment.

The ideal candidate will play a key role in enhancing the environment and safety of public spaces, adhering strictly to the security policies of the ADOA and the Department of Corrections. This is a chance to contribute significantly to the community through effective pest management and landscape maintenance.

Job Duties:
  • Inspects all areas of buildings and grounds to determine the presence of pests; eliminates such pests through the use of such equipment, chemicals and procedures as may be necessary; maintains records of inspections, infestations and remedial actions taken; establishes and maintains a continuing program of preventive pest control.
  • Supervise and direct inmate crew in a full range of landscaping tasks and duties such as pruning and maintenance of trees and bushes, maintaining plants, lawn maintenance including mowing, edging removal of weeds, sprinkler system repair, and seasonal maintenance activities such as scalping, overseeding and fertilizing.
  • Schedule and transport inmate crew, prepare inmate time-sheets, and evaluate the work performance and behavior of inmates. Coordinate inmate crew activities with contractors in the timely, cost efficient completion of projects to meet timelines and performance goals.
  • Maintain water conservation programs; annual/seasonal plans and schedules as appropriate; outdoor plant and tree life programs; specialized plans for the maintenance and care of a wide variety of monuments, memorials and other special use areas; recommend purchase of all equipment, supplies and plant life; applying pesticides and herbicides as a licensed Qualifying Party by the Structural Pest Control Board.
  • Assists in design of garden arrangements and selection of plants. Research and analysis of pest control products for efficacy and safe application for flora and fauna. Instructs staff in safe and effective use and storage of pest control products (herbicides and pesticides).
  • Conduct building and grounds inspections throughout the Phoenix Capitol Complex to ensure daily, weekly, and monthly measurements are met.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and State statutes, rules, regulations, policies and procedures related of areas of responsibility
  • Principles and practices of supervision and personnel management
  • Methods of personnel training
  • Principles and practices of inventory control
  • Purpose and use of MSDS
  • Use and practical application of fertilizers and pest control materials
  • Design and specifications related to irrigation systems
  • Security policies and procedures of the Department of Administration and the Department of Corrections for management of inmate crews

Skills in:

  • Written and oral communications

  • Use of landscaping equipment including lifts, tractors, mowers, edgers, etc.irrigation system design, installation and repair

Selective Preference(s):
  • One or more years experience as a Grounds Supervisor 1
  • Training and certification in supervision of inmates
  • AZ Certified structural pest control applicator license
Pre-Employment Requirements:
  • Certification by the Arizona Structural Pest Control Board will be required for dispensing of pesticides/herbicides
