The Arizona Department of Juvenile Corrections is seeking a Physical Plant Director, who will oversee the physical plant needs of the Adobe Mountain School facility; a more than 300 acre facility with over 40 buildings that are aging and complex. The position will have responsibility over capital improvement, building renewal, construction and project management, facility maintenance, custodial/janitorial services, and grounds keeping duties; prepare complex cost estimates for new construction and major renovations of existing buildings.; direct the work of contract architects, engineers, construction and project management; and represent the agency on matters involving the agency on matters involving the facility; capital projects ; custodial and grounds management. The position will direct and design and implantation of a comprehensive and efficient system of managing physical plant functions to include but not limited to after-hours maintenance, emergency scheduling/ response; standard work order process; preventative maintenance scheduling; routine housekeeping of structures and policing of grounds to include regular landscaping functions. The position will establish standardized processes in collaboration/ support of the agency Finance/Business office to ensure compliance with state rules and regulations in regard to fiscal services/functions, as well as department policy and procedures.The position will oversee the personnel assigned to the Physical Plant department, to include, directing work assignments, employee evaluations, scheduling, hiring, training and disciplinary/corrective actions.
This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

-Management and supervision of the maintenance, Janitorial/Custodial and Groundskeeping department; 3 direct reports and 23 indirect reports, as well as some youth work positions
-Oversee skilled, semi skilled and unskilled labor in the completion of daily duties and special projects in support of the physical plant to include tool and key accountability, considered a sound practice and essential part of performing successfully within a correctional environment
-Conduct employee evaluations, scheduling, hiring, training, and discipline/corrective action as needed.
-Analyze the feedback to identify areas for improvement; provide continued support to ensure that the training is effectively applied and that staff have access to additional resources as needed
-Offer one-on-one or group coaching sessions, fidelity checks to address any challenges or questions that arise after training. Provide access to additional materials, refresher courses, and support networks
-Maintain accurate records of training activities and outcomes to ensure accountability and facilitate future planning
-Document training sessions, attendance, and participant progress. Prepare reports on training effectiveness, staff development, and program implementation to share with stakeholders
-Work with Youth Program Officers to teach and train case plans in collaboration with the youth, their families, and relevant stakeholders; ensure that case plans are individualized and address the specific needs, goals, and circumstances of each youth
-Facilitate random review to assess the progress of case plans, making necessary adjustments to address changing needs or new information
-Offer support to YPO on best practices in case planning, including goal setting, promote standardized procedures and tools for case planning to ensure consistency and effectiveness
-Direct the design and implementation of a comprehensive and efficient system of managing physical plant functions to include but not limited to after-hours maintenance emergency scheduling/response, standard work order processes, preventive maintenance scheduling, grounds management and urgent housekeeping response.
-Scheduling maintenance, janitorial/ custodial and grounds keeping activities to ensure rapid completion of projects/assignments
-Manage capital improvement, building renewal, construction and project management needs of the agency. Prepare cost estimates and budget requests regarding physical plant functions that are routine, minor, major or specialized in scope/project. Design and or make recommendations for projects initiated to maintain, improve or enhance the Adobe Mountain School facility situated approximately 300 acres over 40 structures
-Assist in preparation of the capital budget and represent the agency on matters involving the facility; capital projects. Direct the work of architects, engineers, construction and project management personnel
-Approve materials and equipment orders for the Physical plant in accordance with the state rules and regulations, as well as department policy and procedures. Oversee the estimation, costing and ordering of materials; implement and maintain a system of accountability for purchases to ensure the elimination of waste (excess materials, unnecessary purchases)
-Attend meetings, training and participate in professional development activities
-Perform other duties as assigned
Knowledge of:
-Arizona State personnel rules and practices, including performance appraisal
-Laws, regulations, code and techniques governing building/construction, buildings requests, condemnation of buildings, expenditure regulations; local licensing and building code requirements
-General architectural and engendering principles and practices; comprehensive blueprints and schematics
-Project management in particular as it relates to planning, organizing and directing a diverse workforce specializing in varying disciplines to accomplish skilled trades (electrical, mechanical, plumbing, general carpentry, HVAC and finish trades and all other trades) and codes required to maintain a large facility
-Fiscal management to include budgetary procedures and methods of record keeping; inventory control; state procurement code; estimating, costing and ordering materials
-Requirements for compliance of local, state, and federal building codes and standards for MSDS, OSHA,EPA regulations and fire codes; occupational safety practices
-Basic computer skills in Outlook, Word, Excel and produce reports, charts and utilize the internet to conduct research
Skill in:
-Written and verbal communication
-Reading comprehension and interpretation of plans, specifications or blueprints
-Engineering and mathematical calculations necessary for the adequate checking of plans and specifications-Developing effective operating procedures
-Coordinating activities and establishing priorities
-Initiate, implement and manage plant maintenance program based on best practices with emphasis on safety, planning/scheduling and preventative/predictive maintenance
-Coordinating the use/inventory of spare parts, maintenance supplies and equipment
-Review production, Quality control, and maintenance reports and statistics to plan and modify maintenance activities
Ability to:
-Ensure that facilities and maintenance employees are adequately trained, equipped and motivated so that maintenance programs can be accomplished in a safe, timely, and cost effective manner
-Track, analyze and improve key maintenance parameters such as asset utilization, maintenance cost, PM compliance, schedule compliance, etc.
-Prepare reports, analyze data, and make recommendations for improving plant operations and solving maintenance-related problems; plan, organize and coordinate in support of improvement/routine functions
-Review the operation of plant equipment and systems constantly, to minimize unplanned downtime, solve problems in a timely manner, and identify opportunities for improvement
-Initiate and carry out projects that remote efficiency and/or reduce operating costs
-Accurately perform arithmetic calculations and prepare reports; i.e.: EPA, Emissions, waste water, energy consumptions, project request/justification
-Learn department organization functions
-Work in a correctional environment
-Be tactful and courteous; demonstrate strong interpersonal skills
-Three (3) years of supervisory or administrative experience directing the operation and maintenance of a large physical plant, building, or muli-building complex.
-A Batchelor's degree from an accredited college or university or technical school with a degree in engineering or organizational management
- Experience with work order tracking systems, experience with computer software programs -Preferred experience within correctional facility
