The Physical Plant Operations Administrator is responsible for overseeing the Operations Department and fairgrounds facility. This position is accountable for setting realistic and achievable goals, both fiscally and project-based goals as they relate to budget and daily operations. The Physical Plant Operations Administrator requires strong administrative skills and project planning, as this position is responsible for work of considerable complexity in planning and managing large-scope projects, including multi-million dollar construction projects; and strategize priorities, timeliness, need, and budget to help plan, direct, and coordinate the team to set up events and the fair, maintain a large state facility with multiple buildings and systems, and identify grant-worthy projects, research grant funding.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

• Collaborate with agency management in the development of performance goals and long-term operational plans for the department; set measurable metrics to track the progress and performance of staff, facility, and construction projects; maximize efficiency and productivity through extensive process analysis and interdepartmental collaboration; and set strategic goals for operational efficiency and increased productivity.
• Analyze current operational processes and performance, by recommending solutions for improvement; supervise and assign tasks with clear direction to supervisor and team to ensure the department completes objectives on time and within budget while ensuring compliance with authorizations, safety, and regulatory authorities; and build and maintain relationships with all department heads, external partners, and vendors.
• Uphold organization policies and standards, ensuring regulations are followed; ensure regulatory compliance, including OSHA compliance; apply for and manage regulatory licenses and permits, including ADEQ, Smog, etc.; oversee ADA assessments and compliance; develop management programs to ensure hazardous material plans are implemented and proper documentation is maintained for all hazardous materials; and ensure safety training is up to date and documented.
• Oversee all construction projects; plan for construction projects and manage projects to ensure on-time competition within budget allocations; serve as the project manager in collaboration with GSD on large-scale construction projects; review and approve proposed projects to ensure they are well-planned and implemented; and strategize and plan for facility projects, including small projects completed by the department.
• Management of multi-million dollar department budget established by the Executive Director to ensure the department stay within budget; assist in planning and development of short and long-range plans and policies relating to operations and budget requests; plan, design, and supervise repairs, alterations, and new construction; review projects and make design recommendations; and assist in identifying and applying for grants.
• Initiate operations department purchase orders, operations purchase order initiation, contract review, and assisting with bids and new contracts; department procurement oversite and process, including evaluating and strategically planning for purchasing such as review of existing contracts and completing purchase orders; and procurement oversight, including RPF creation and evaluation, contract review and vendor selection.
• Develop and oversee a preventative maintenance program; develop strategic plans for facility maintenance and capital improvements; develop and maintain reports and documents; prepare funding requests, legislative reports, and facility assessments; and develop and maintain a fleet management program.
Knowledge of:
• Principles and practices of facilities operations, maintenance and management;
• Construction principles, methods, and techniques with current applicable building and construction codes, and job estimating;
• Statutes, rules, regulations, policies, and procedures applicable to areas of assigned responsibility
• Project management;
• Procurement rules and processes.
Skills in:
• Personnel administration related to hiring, training, monitoring performance and discipline;
• Facilities operations, logistics, maintenance, management, and interpretation of blueprints and schematics;
• Interpretation and application of building and construction codes;
• Developing and maintaining interpersonal relationships;

• Analysis, problem-solving, and management-level decision making.
Ability to:
• Develop and implement effective cost efficient preventative maintenance programs;
• Effectively supervise skilled trades engaged in corrective and preventative work to include electrical, mechanical, HVAC, sheet-rock, plumbing;
• Effectively use a computer work orders management and energy management systems;
• Effectively work independently and in a team environment; and to multi-task and adapt to changing priorities;
• Make sound decisions.
