Maintenance Supervisor

Job Summary:

Within ADOA, General Services Division (GSD) is seeking a seasoned Maintenance Supervisor. The Maintenance Supervisor reports to the Physical Plant Operation Administrator and is responsible for the ADOA maintenance operation

Job Duties:


  • Promotes and supports AMS methodology and oversees continuous quality improvement for the maintenance team. 
  • Maintains strategy for maintenance compliance to NFPA, Life Safety, OSHA, State and federal requirements. 
  • Insures adherence to policies and procedures for ADOA, GSD, and State of Arizona.  
  • Participates in building audits to ensure compliance to OSHA, building code, and department KPIs requirements.


  • Effectively manages all aspects of an employee's time, from PTO requests to overtime ensuring that all shifts are adequately staffed. 
  • Makes time for monthly one on one check-in for direct reports to review future goals and calibrate on current goals. 
  • Inspects, monitors, and supervises safety procedures including the use of safety equipment, operating equipment, hazardous materials handling and use of state supplied uniforms.


  • Executes, monitors and assesses strategic plan for Maintenance, HVAC, and /or the Preventative Maintenance.  
  • Measures and monitors work flow to ensure compliance to SLA and all KPIs. Evaluates inventory management and accountability on stocked items and inventory attached to work orders.  
  • Manages plan for preventative maintenance program to ensure compliance to all code requirements and proper maintenance for all equipment.  
  • Monitors and manages employee’s work plan to ensure timely completion of work and quick response to emergency repairs.
  • Timely communication to ADOA/GSD management on estimated major repair costs. 
  • Works with management to create a 5 year Capital improvement plan for all of ADOA managed buildings with priority and justification.

Vendor Management:

  •  Gives oversight to contract compliance. Reviews contracts and ensures vendors are compliant to contract requirements. Meets with vendors regularly to review performance issues or concerns and develops action plans. Tracks and measures performance of vendors.  
  •  Supports or gives oversight to TI’s, and renovations at ADOA managed buildings to ensure that all local and state codes are compliant.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Principles and practices of facilities operations, maintenance and management  
  • Construction principles, methods, techniques; current applicable building, and construction codes 
  • Statues, rules, regulations, policies, and procedures applicable to areas of assigned responsibility. 

Skill in:

  • Personnel administration related to hiring, training, monitoring performance and discipline  
  • Practices of facilities operations, maintenance, and management; interpretation of blueprints and schematics  
  • Interpretation and application of building and construction codes to develop and maintain interpersonal relationships  
  • Effective written and oral communication 
  • Analysis and problem solving

Ability to:

  • Develop and implement effective and cost efficient preventative maintenance programs  
  • Effectively supervise skilled trades engaged in corrective and preventative work to include electrical, mechanical, HVAC, sheet-rock, plumbing
  • Effectively use a computer work orders management and energy management systems 
  • Work independently and in a team environment  
  • Multi-task and adapt to changing priorities
Selective Preference(s):

Five years previous building operations engineering experience.

Pre-Employment Requirements:
  • Certification for refrigerant recovery (EPA Universal Certification) required. 

  •  Candidates for this position will be required to submit to background history investigation. 

  • Requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driving training (see Arizona Administrative Code R2-10-207.12).
