The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Physical Plant Supervisor 3. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Essential Duties and Responsibilities include but are not limited to:
• Communicates regularly and provide status updates on all open projects and work requests with the Physical Plant Director and Administrator. Have tracking mechanism to show start/end dates of internal work requests and start and end dates of facility improvement projects completed by contractors. Provide oversight of internal work requests, ensuring work requests are being completed timely, to a high-quality standard.
• Ensures the work request system is updated with statuses, including uploading quotes, receipts, receivers/ invoices, and Purchase Orders (PO). Problem solving issues that arise within internal work requests. Identify barriers and elevate concerns regarding work requests/project completion to the Physical Plant Director and Administrator.
• Serves as a primary point of contact for all contractors and vendors, ensures contractors and vendors are aware of and following facility policies and procedures related to facility entry and environmental safety for residents and is responsible for 24-hour emergency response, by responding, coordinating direct reports, or utilizing contracted vendors.
• Responsible for independently overseeing facility improvement projects under $5000 completed by a contractor, including defining the scope of work and providing oversight of the project through completion; additionally, this position will coordinate with the Physical Plant Director (OFM) for any facility improvement projects exceeding $5000.
• Ensure compliance with all local, state, and federal rules and regulations regarding Life Safety and Emergency Preparedness for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID). Ensure routine inspections are conducted, follow up/corrective action is completed when deficiencies are identified. May have member contact while inspecting.
• Lead and supervise a team of a PPS 1 & 2, ensuring adherence to safety protocols and efficient work practices. Monitors staff schedules, hires, trains, directs, and evaluates direct reports to ensure qualified and competent staff are capable of meeting performance standards; completes all personnel action required including appraisals; reviews and approves timecards.
Knowledge in:
• Theoretical and practical aspects of Project Management.
• Principles and techniques of leadership, supervision, mentoring, training, counseling, and employee relations.
• Federal, State and local laws, rules, regulations; Federal, State and local building codes.
• Preventive maintenance repair; repair, remodeling and construction methods and practices.
• Basic engineering: civil, mechanical, structural, electrical, plumbing. Common and specialized tools, equipment and materials related to construction, and structural components of buildings.
• Strong Google Suite skills including Google Drive, Sheets, and Documents.
Skills In:
• Use of common and specialized tools. Determining the appropriate equipment and materials to complete construction projects by reading and interpreting blueprints.
• Work collaboratively in teams and across organizations. Strong conflict management skills.
• Basic project coordination skills. Balance, prioritize, and organize multiple tasks.
• Strong analytical, critical thinking and innovation skills. Synthesize feedback and adjust plans accordingly.

• Safety enforcement, applying current building codes, and estimate and order materials to complete construction projects.
Ability to:
• Lead and supervise. Use time efficiently.
• Maintain compliance with applicable building, health, safety, fire and environmental codes and regulations; identify mechanical, chemical, natural or electrical hazard.
• Determine the appropriate trade and skill set needed to resolve the work request and work with engineers and contractors to ensure needs are met.
• Communicate activities and results as appropriate. Recognize and address personnel issues; elevate issue for further action
• Manage several complex tasks simultaneously by working with internal and external stakeholders solving complex problems and handling projects.
• Consistently exhibit above average skills in reading, comprehension, calculations, negotiation, delegations, policy formulations and leadership.
The ideal candidate for this position will have:
• One year of experience equivalent to a Physical Plant Supervisor 2.
• Two years of experience equivalent to a Physical Plant Supervisor 1.
• Any combination of training and experience that meet the knowledge, skills, and abilities (KSAs) may be substitute. One (1) year project management experience strongly preferred.
• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.
• Candidates for this position shall be subject to a search of both the Department of Child Safety Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
