Job Summary:

The Arizona Department of Administration (ADOA) is seeking a strategic and relationship-driven Plan Administrator to join the Benefit Services Division (BSD). In this pivotal role, you will serve as the primary liaison for all assigned group health contracted entities, fostering and maintaining the strong professional partnerships essential to the success of our state benefit programs. Your expertise will be vital in navigating the complexities of contract management, as you monitor compliance across operations, performance standards, and reporting metrics to ensure our partners deliver exceptional service.

Beyond day-to-day oversight, you will act as a key architect of our operational framework by establishing the policies and procedures that govern carrier contracts. This role requires a sharp analytical mind capable of interpreting statistical and utilization data to evaluate the effectiveness of current offerings. By translating these insights into action, you will recommend innovative plan approaches and contribution strategies, ensuring that the Benefit Services Division remains proactive and fiscally responsible in its mission to serve our members.

Job Duties:
  • Respond to all escalated employee and vendor questions and concerns for assigned plans. Analyze issues, determine possible solutions, utilizing Lean problem solving techniques. Coordinate vendor responses and resolve to employee’s satisfaction.
  • Conduct frequent meetings with health plan vendors to review project and issue logs to assure problem resolution. Ensure vendors are meeting agreed to performance standards making necessary corrective action to ensure compliance.
  • Create the annual Open Enrollment calendar of events, deliverables, webinars and off site events. This includes coordinating travel arrangements, contracting with hotels/venues, vendor giveaways, and communication pieces.
  • Manage the creation, monitoring, and review of approval process for Plan Authorizations, outlining policy and procedure for plan vendors.
  • Strategize on and create standard work for all job related policies and procedures. Review and update current documents to ensure accurate and current processes are correct and complete.
  • Oversee the Education Discount Program. Negotiate with universities and colleges, coordinate internal legal review of documents. Collaborate on Educational Expos and communications about the program.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal IRS Tax Code - Section 125 (Cafeteria Plans): Comprehensive understanding of pre-tax benefit structures, including Premium Only Plans (POP), Flexible Spending Accounts (FSA), and Health Savings Accounts (HSA).
  • HIPAA Compliance for Self-Insured Plans: Application of Privacy, Security, and Breach Notification Rules specifically within the context of employer-sponsored, self-insured health plans to protect Protected Health Information (PHI).
  • ERISA Compliance: Knowledge of fiduciary responsibilities, reporting requirements (such as Form 5500), and disclosure standards (Summary Plan Descriptions) for self-insured employer benefit plans.
  • Arizona Revised Statutes (ARS) Title 20: Familiarity with state-specific insurance requirements, group health regulations, and the role of the Department of Insurance in governing local coverage.

Skills in:

  • Statistical and utilization data analysis: Receiving and analyzing data to identify trends and important factors; compiling information into charts, spreadsheets, and summary reports.
  • Financial and contribution strategy: Receiving financial information and developing or managing employer/employee contribution strategies.
  • Contract management: Managing group health contractors, including verification of contract compliance, oversight of reporting requirements, and monitoring contractual performance measures.
  • Interpersonal and stakeholder relations: Effectively engaging with network carriers, the Office of the Governor, the Legislature, Agency Liaisons, consultants, and members.

Ability to:

  • Develop and maintain strong relations with contractors to ensure effective communication and efficient program operation.
  • Effectively review, analyze, and understand HRIS systems, office programs, and computer systems utilized.
Selective Preference(s):
  1. 3–5 years of hands-on experience administering self-funded health plans, including vendor management and plan design
Pre-Employment Requirements:
