Policy Analyst

Job Summary:

The Division of Member Services (DMPS) is looking for a highly motivated individual to join our team as a Policy Analyst in the Office of Policy, Training and Appeals. This position will analyze, develop, coordinate, plan and maintain policy, procedures, forms and notices for staff who make financial and medical eligibility determinations; provide responses to policy clarification requests; review legislation and advanced legal documents related to the eligibility determination process; and work with agency and DES/DCS staff to evaluate and test policy and related systems. Statewide travel may be required. Major duties and responsibilities include but are not limited to:

Job Duties:

• Research and interpret manuals, laws, statutes, rules, codes and regulations in order to make decisions and provide written policy clarifications. Respond to policy clarification requests (PCR) as received from internal and external sources. Review advanced legal documents related to the eligibility determination process and assess for impact.

• Research, compile and analyze data and/or the impact of proposed and actual changes in federal and state laws and regulations, contract changes, policy development and lean initiatives related to eligibility policies and procedures, forms, notices and division operations.

• Develop, test and publish policy and procedure content and manuals (web tools) to support eligibility determination process for the Medicaid and CHIP programs, subject to the guidelines and regulations set forth by superiors, laws and regulations.

• Collaborate with eligibility administration staff, other AHCCCS work units, state agencies or organizations regarding rules, practices, and joint projects; clarify information, resolve problems, and exchange information.

• Lead, contribute to and/or participate in training, the Arizona Management System (lean) and system development/ enhancement teams.

• Due to COVID-19 precautions the recruiting process has been adjusted to meet the standard health guidelines outlined by the State.  Interviews will be conducted virtually and may also be by way of video conference utilizing a platform like Google Meet/Hangouts or Zoom.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of technical writing and reading level specific writing.

• Knowledge of advanced experience with Microsoft Office Google Suite, and proprietary applications such as Health-e-Arizona Plus.

• Knowledge of Federal and State rules and regulations governing the Medicaid (Title XIX) and CHIP (Title XXI) programs and understanding of the use of these authorities.

• Knowledge of research techniques and data collection and analysis.

• Skilled in effectively communicating in writing, speaking, and interacting with others, including listening and providing feedback.

• Skilled in analyzing, researching, interpreting, and correctly applying Federal statutes and regulations and State statute, rules, policies, and procedures.

• Ability to prioritize work and assignments.

Selective Preference(s):

• Three years of experience in a Medicaid program with skills that include determining Medicaid financial eligibility; OR 3 years of experience in editing, technical writing and/or graphic design; computer assistance; management and project development; and data or situational analysis; OR a Bachelor's degree in visual communications, English, technical writing, graphic design, or related field.

Pre-Employment Requirements:

• Arizona Drivers License.
