Provides supervision, direction and management to the Department's staff of procurement professional and support staff, usually through subordinate Senior Procurement Specialists. Oversees the provision of procurement expertise to meet the Department's needs. Performs advanced research on market trends, market forces, pricing, supply problems, and develops and screens complex product specifications in order to make purchasing decisions. When needed, gives direction and guidance to agency management, staff and vendors on policies, regulations and procedures. Makes purchasing decisions critically impacting the financial viability of the Department. Decides appropriate contracting methods and evaluates the risks associated with the contract, writes specialized requirements, manages those who negotiate contract and leasing language, and those who do cost or price analysis and approves or rejects changes. Manages the development of complex contracts or agreements for architectural and engineering services related to planning, design, engineering, or oversight of public improvement projects.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures with a requirement to come into the office a minimum of 2 days each week at 5000 W. Carefree Hwy. Phoenix, AZ 85086.
Major duties include:
• Supervises two (2) subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance and initiating corrective or disciplinary actions.
• Acts as a resource to provide information or determine the most effective way of meeting the needs of management, staff, vendors or contractors. Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines.
• Reviews and/or inspects work for quality, accuracy, and completeness.
• Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations. Monitors frequency of purchases and recommends possible options to increase effectiveness of purchasing power.
• Sets goals, establishes priorities, manages resources, develops concepts and approaches, reviews projects progress and results; makes management decisions.
• Performs other duties as assigned.
The candidate must have knowledge in/of: Federal and State laws and statutes governing contractual agreements; Federal and State funding rules and regulations; fundamentals of budget development and expenditure control; contemporary service programs and delivery systems in public agencies; available community resources; Federal laws governing assigned program areas; policies and procedures established for the work system; principles and practices of work leadership and management; solicitation techniques; personal computers and software applications; general office procedures; general accounting practices and business law; variety of commodities, products, goods and services, including those specific to the agency; procurement practices, processes and procedures; contractual language (terms/conditions); a wide range of standard commodities and products, sources of supply, local markets and price trends and customer service; auditing and investigation processes and procedures as well as forecasting processes.
Candidates will be skilled in: applying principles and practices of work leadership and management; communicating verbally and in writing; interpreting and applying laws, rules and regulations governing the work system; interpreting, analyzing and evaluating programmatic and fiscal data; negotiating contracts; establishing and maintaining work relationships with contracted and governmental agency representatives and citizen advocacy groups; negotiating, arbitrating and supervising effectively; maintaining confidentiality of purchasing and procurement details.
The candidate must have the ability to: execute procurement tasks efficiently; use common office software, financial database systems and general office products; apply principle and work place leadership; apply process management strategies regarding purchasing and finance applications; apply communication techniques and promote collaboration amongst individuals and work groups; maintain confidentiality of both personnel and purchasing details.
• The preferred candidate will have a Bachelor’s degree in accounting, business, communication or other related area of study.
• Professional certification in public procurement (CPPO, CPPB, or equivalent).
• Direct experience supervising subordinate staff and managing public-sector budgets.
• Salary is dependent on experience.
Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.
